Headquartered in Fredericksburg, Virginia, we serve clients throughout the Commonwealth and beyond.
The Land Development Civil Engineering Project Manager is responsible for overseeing projects from proposal through closeout while delivering high‑quality work and leading a team of design engineers. This role combines hands‑on technical involvement—such as preparing drawings, reviewing submittals, and resolving complex design challenges—with full project management responsibilities. The Project Manager also provides leadership and mentorship to their team, manages client relationships, and ensures all projects are completed on schedule and in accordance with established quality standards.
This role will be located in Fredericksburg, VA and will be in person with the option for hybrid working.
Key Responsibilities Project Delivery- Lead projects from kickoff through construction closeout, including public sector, residential, commercial, and mixed‑use land developments
- Prepare proposals, scopes of work, and contracts
- Develop and maintain project schedules, holding the team accountable to milestones and deadlines
- Oversee agency submissions, permitting, and coordination with regulatory agencies
- Manage RFIs, submittals, and construction‑phase services through completion
- Produce and review civil engineering design work including grading, stormwater, utilities, erosion and sediment controls, and site layout using AutoCAD Civil 3D
- Develop feasibility studies, preliminary designs, and final construction documents
- Perform and oversee QA/QC on all deliverables prior to submission
- Maintain up‑to‑date local, state, and federal design standards including DEQ, VDOT, and local jurisdiction requirements
- Provide technical guidance to production staff and junior engineers
- Lead, coach, and mentor junior staff
- Delegate tasks, set clear expectations, and review the output of your team
- Facilitate productive project kick‑off meetings and ongoing internal coordination
- Foster a culture of accountability, collaboration, and quality
- Serve as the primary point of contact for your assigned clients
- Proactively communicate project status, risks, and issues
- Represent the firm at meetings, public hearings, and industry events
- Build and maintain strong client and subconsultant relationships
- Identify and pursue opportunities for additional scope or new work with existing clients
- Manage project budgets, track costs, and monitor utilization against fee
- Prepare and issue client invoices; manage accounts receivable and follow up on outstanding payments
- Process change orders and out‑of‑scope notifications in a timely manner
- Use project management systems to understand and improve project fiscal performance
- B.S. in Civil Engineering or similar field of study from an accredited university is required
- Engineer‑in‑Training (EIT) certification required
- Professional Engineer (PE) license preferred or ability to obtain within 12–18 months.
- Minimum 7 years of civil engineering experience, including at least 2 years in a project management role
- Demonstrated experience with land development projects in Virginia, including site plan preparation, subdivision design, and permitting
- Proficiency in AutoCAD Civil 3D, Hydraflow, Storm Sewer analysis, Water
CAD, and Microsoft Office Suite - Strong working knowledge of Virginia DEQ stormwater and erosion and sediment control requirements, VDOT standards, and local jurisdiction code
- Proven ability to manage multiple projects simultaneously while maintaining quality and meeting deadlines
- Clear and effective communication with clients, agencies, and internal team
- Ability to remain seated for extended periods
- Ability to work at a computer and view screens for prolonged durations
