Harkcon, Inc. is a Service-Disabled Veteran-Owned Small Business with two decades of experience helping Federal agencies solve complex workforce, program-management, training, and mission-support challenges. We are seeking two experienced International Training Specialists to support the U.S. Coast Guard Directorate of International Affairs and Foreign Policy Advisor, Office of Security Cooperation.

The International Training Specialists will provide Security Cooperation and Security Assistance program-management support for international military students, resident training, Mobile Training Teams, and international technical-assistance programs. Working in coordination with the USCG Security Cooperation Team Lead, Regional Training Managers, partner organizations, and Harkcon project leadership, the specialist will manage training requirements and program data, coordinate student and mission activities, support Foreign Military Sales case development, and produce reports and analysis that inform international training decisions.

This position supports an anticipated Federal contract and is contingent upon contract award and Government approval.

National Capital Region (Virginia, Maryland, DC), with the primary place of work being at the USCG Headquarters Building in Washington, DC.

Responsibilities
  • Perform assigned duties contained in the USCG Quota Manager and Mobile Training Branch Liaison Officer Handbook and provide weekly task-status updates.
  • Coordinate with Regional Training Managers to identify resident-training requirements, analyze course availability, enter approved requirements, support annual USCG "A" and "C" school quota builds, and facilitate annual quota allocations.
  • Enter, maintain, validate, and correct international student and training data in DSAMS, USCG training systems, Direct Access/People Soft, and SANWEB; resolve student issues, course cancellations, replacement training, and changes to confirmed quotas.
  • Prepare weekly statistical reports covering current and projected international military students, resident courses, and Mobile Training Team missions, and analyze five years of historical training data to identify trends.
  • Coordinate with the Navy Education and Security Assistance Field Activity to develop DSAMS queries, reports, and Military Articles and Services Listings for USCG training courses.
  • Develop, schedule, track, and support execution of OCONUS Mobile Training Teams in coordination with USCG Training Center Yorktown.
  • Prepare annual international training summaries required by Congress and other U.S. Government agencies, update country fact sheets, and track required DHS information-technology security exception documentation for international students.
  • Plan, coordinate, execute, and escort international student classes and foreign visitor delegations to USCG Headquarters, training centers, and operational units.
  • Support Foreign Military Sales case development in DSAMS, including Price and Availability requests, Letters of Offer and Acceptance, amendments, and modifications.
  • Support program reviews, site surveys, foreign visits, international acquisition meetings, conferences, workshops, and classified activities; prepare trip reports, memoranda, executive summaries, graphics, briefings, and supporting materials.
  • Coordinate with Combatant Commands, Security Assistance Officers, Foreign Commercial Service personnel, Defense Attaches, Regional Training Managers, and interagency partners to develop international training sequences.
  • Assist with country and regional maritime-capability projects, interagency agreements, funding requests, work plans, activity maps, and budgets supporting U.S. strategic, capacity-building, and non-proliferation objectives.
Qualifications
  • Active Secret security clearance, with the ability to maintain it throughout employment. Applicants without a current active Secret clearance cannot be considered for this opening.
  • U.S. citizenship.
  • Demonstrated experience supporting international military training, Security Cooperation, Security Assistance, foreign assistance, or a closely related Federal program.
  • Experience coordinating student training, course requirements, quotas, schedules, Mobile Training Teams, foreign visits, or comparable program activities.
  • Experience using DSAMS, SANWEB, a USCG training system, or another Department of Defense or Federal student-, training-, or security-assistance management system.
  • Ability to maintain accurate program records, reconcile information from multiple sources, analyze data, and produce recurring statistical and narrative reports.
  • Ability to coordinate effectively with Federal program managers, military organizations, interagency partners, training organizations, and international stakeholders.
  • Proficiency with Microsoft 365 applications.
  • Strong written and verbal communication, organization, analytical, and customer-service skills.
