Description
The Environmental, Health & Safety (EHS) Specialist supports the development, implementation, and continuous improvement of the Environmental, Health & Safety programs. During the initial startup phase, this position will focus on environmental permitting, regulatory compliance, facility commissioning, and implementation of EHS systems for a new manufacturing site. As operations transition into full production, the role will evolve toward maintaining regulatory compliance, supporting day-to-day manufacturing operations, and driving continuous improvement of the site's safety culture.
This position works closely with Engineering, Facilities, Operations, Quality, and external consultants to ensure regulatory compliance while enabling safe and efficient manufacturing. Support commissioning and startup of new manufacturing facilities and equipment. Coordinate environmental permitting activities including:
Air, Stormwater, Wastewater, Hazardous materials permitting. Work with environmental consultants, contractors, regulatory agencies, and internal stakeholders throughout project execution. Assist with hazardous materials inventories and Maximum Allowable Quantity (MAQ) evaluations. Participate in Process Hazard Analyses (PHAs), Management of Change (MOC), Pre-Startup Safety Reviews (PSSR), and commissioning activities. Administer environmental permits and ensure permit conditions are met. Coordinate regulatory reporting including, as applicable: TRI, Tier II, Hazardous Waste , Stormwater, Air emissions, Wastewater processes.
Manage hazardous waste accumulation, inspections, shipments, and disposal in accordance with RCRA. Monitor regulatory changes and recommend actions to maintain compliance. Support implementation of OSHA compliance programs including:
Lockout/Tagout, Confined Space, Respiratory Protection, Hazard Communication, Hot Work, Fall Protection, PPE, Contractor Safety. Participate in incident investigations, root cause analyses, and corrective action tracking. Assist in developing EHS procedures, standards, and training programs. Deliver EHS training for employees and contractors. Support implementation of ISO 14001 and ISO 45001 management systems. Maintain EHS metrics, dashboards, compliance calendars, and training records.
Participate in internal audits and support external regulatory inspections.
Skills & Qualifications
Bachelor's degree in Environmental Science, Occupational Safety, Chemical Engineering, Chemistry, Environmental Engineering, Industrial Hygiene, or related technical discipline. 2-5 years of Environmental, Health & Safety experience in manufacturing, chemical processing, semiconductor, battery, pharmaceutical, specialty chemicals, or similar regulated industry.
- Working knowledge of OSHA and EPA regulations.
- Strong organizational and project management skills.
- Excellent written and verbal communication skills.
- Proficiency with Microsoft Office Suite.
- Experience with one or more of the following is preferred
- Air permitting
- Stormwater permitting
- Wastewater permitting
- Hazardous waste (RCRA)
- California environmental regulations (CUPA, DTSC, CARB, BAAQMD)
- Process Safety Management (PSM)
- Process Hazard Analysis (PHA)
- Management of Change (MOC)
- ISO 14001 and/or ISO 45001
- Contractor management
- Startup or greenfield manufacturing projects
