WASTEWATER TREATMENT PLANT SUPERVISOR

Wage Range for Operator 1: $33.25 - $46.78

NATURE OF WORK

This is an advanced professional position supervising and directing the treatment processes at the wastewater facility. Overseeing and performing laboratory work, daily plant operations, regular and preventative maintenance schedules.

Work involves supervising plant and maintenance operations. Planning, coordination and directing the work of the wastewater treatment plant. Supervision is received from the Wastewater Superintendent. Work will also include responsibility for overseeing the maintenance department, inputting and managing preventative maintenance program, and making sure all plant permits are maintained and met in coordination of Superintendent.

Work is expected to be carried out independently under general supervision in keeping with established policies and procedures. Work is primarily evaluated through review of operating records and reports and consultation with representatives of government agencies that exercise surveillance of plant operations. Supervision is received from an administrative superior with the work reviewed through inspections and conferences for compliance with operating routines.

ESSENTIAL FUNCTIONS:

* Corresponds and communicates with city and state officials, contractors, and the general public.

* Assists and recommends preparing an annual budget for plant operations.

* Assists with interviews during the hiring process. Complete annual reviews for employees.

* Plans, assigns, and coordinates the work of subordinate personnel in all phases of the Wastewater Treatment Plant Operations including operations, maintenance, laboratory and seasonal work if applicable.

* Supervisor should be able to collect samples of wastewater and their by-products for operational control; assembles and calibrates instruments and equipment; prepares chemical and bacteriological media, reagents, and test results.

* Reviews operating and maintenance log records to determine plant operations and required changes.

* Operates instruments and equipment in performing tests; records test results; analyzes results for the purpose of making operation control changes such as settling wasting rates, pumping rates, sludge blanket levels, digester feed rates, and sludge removal rates to meet required NPDES permit requirements. Be proficient with rules of the 503 Sludge Regulations.

* Runs tests on industrial wastewater samples for billing charges when needed.

* Directs plant operators in coordination with Plant Superintendent to change plant operations and gas scrubbing system to meet standards in keeping with laboratory test results.

* Inspects plant equipment to make sure preventative maintenance program is being implemented to optimize the life and functionality of all plant equipment.

* Is knowledgeable about and able to prepare required state permit forms; orders plant supplies and equipment; assists in training new operators and maintenance; assists in maintenance and repairs of plant equipment.

* Maintains up to date inventory of plant parts and supplies. Able to acquire quotes from multiple vendors.

* Prepares and issues work orders for all preventive and ongoing maintenance projects.

* Coordinates with outside personnel to complete plant projects including future upgrades or service contracts on equipment.

* Is able to perform troubleshooting on equipment and instrumentation to determine corrective actions that need taken to maintain plant equipment.

* Perform other work, which is consistent with the essential functions of the job.

DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS

* Considerable knowledge of the principles, practices, methods, and maintenance related to the operation of a wastewater plant.

* Ability to plan, organize, and direct the work of the plant, must be proficient with SCADA, Excel and related computer software programs.

* Ability to supervise effectively the work of subordinates.

* Considerable knowledge of water and wastewater sampling and testing techniques.

* Knowledge of the principles of pump operations and maintenance.

* Knowledge of laboratory equipment, instruments, procedures, and terminology.

* Knowledge of a preventative maintenance program and understanding equipment O&M Manuals.

* Ability to read blueprints, plant drawings, electrical diagrams, and P&IDs.

* Ability to read pump curve diagrams.

* Ability to read, understand, and work from written descriptions of standard procedures.
