Join the City of Bellevue's Transportation Department as a Senior Transportation Development Review Engineer.
Job SummaryThe Transportation Department is seeking an experienced engineer to review proposed commercial and residential development for traffic impacts and compliance with roadway standards. The role focuses on civil engineering design plan reviews and complex traffic analysis for development proposals, and provides opportunities to lead task forces and contribute to department leadership. The position does not have direct supervisory responsibilities, but may act as a lead worker for other engineering staff.
Essential Duties and Responsibilities- Review engineering plans for compliance with engineering standards and project requirements.
- Review traffic analysis prepared by consultants.
- Prepare letters, memos, and reports addressing site design and traffic impact issues; provide recommendations for developer conditions.
- Conduct engineering analysis to identify areas of concern.
- Work with other staff to resolve project issues as part of an interdepartmental team.
- Provide excellent customer service to City residents and business stakeholders.
- Interpret, apply, and enforce codes, standards, specifications, policies, and procedures; ensure compliance with standard engineering principles.
- Advise and collaborate with staff and developer representatives on acceptable design alternatives; assist developers with plan design changes.
- Manage a complex workload with competing schedules and deadlines.
- Participate in Department and City efforts to achieve community outcomes through shared leadership.
- Develop mitigating measures for projects with unmitigated impacts.
- Exercise judgment and independence in code interpretation and exploring alternatives with project proponents.
- Represent the Transportation Department at the Permit Center and answer technical questions from the public.
- Maintain accurate records of current project status, billable time, and workload in city permit tracking and time‑keeping systems.
- Attend evening meetings and public hearings to present information or recommendations related to development applications; represent City in public forums.
- Review complex or controversial development proposals to ensure compliance with transportation codes, regulations, and laws.
- Lead process improvement projects such as code revisions, including presentations to the Transportation Commission and City Council.
- Provide professional technical input to development review staff; serve on technical committees as necessary.
- Support updates to the Transportation Department’s Design Manual and Standards; conduct technical research for new and existing engineering standards to improve City Standards and review policy changes.
Education and Experience Requirements
- Bachelor’s degree in Civil Engineering from an accredited four‑year college or university; a degree in a closely related engineering field may be considered.
- Five or more years of transportation or traffic engineering experience, including design, construction, or operations, or an equivalent combination of education and experience.
- Washington State Professional Civil Engineering license required; a license in another jurisdiction accepted if a Washington license is obtained by the date of hire.
- Professional Traffic Operations Engineer certification preferred but not required.
- Thorough knowledge of civil engineering principles, practices, and methods applicable to a municipal setting; knowledge of City policies, laws, and regulations affecting development review.
- Experience in conducting and reviewing complex traffic analysis of development proposals.
- Experience reviewing civil engineering design plans to ensure constructability and compliance with standards.
- Ability to conduct research and compile comprehensive reports.
- Excellent oral and written communication skills; ability to communicate with diverse audiences.
- Ability to present technical information to the general public in a non‑technical manner.
- Strong engineering judgment under stressful situations to develop recommendations and make decisions.
