Job Summary

The Capital Program Administrator is a hybrid role that combines responsibilities of a project controls specialist and a financial analyst. The position provides comprehensive program administration, financial oversight, budget analysis, contract support, and performance reporting for the Grand Connection capital program. The role requires strong analytical skills, attention to detail, excellent communication abilities, and comfort working in a dynamic environment with evolving needs.

The position works under the direction of the Finance & Asset Management Fiscal Manager and has frequent visibility with the Director of the Office of the Grand Connection, City Manager’s Office, department stakeholders, and external partners. the Office of the Grand Connection

The Office of the Grand Connection leads a transformational, multi‑year effort to create a continuous pedestrian and bicycle corridor stretching from Meydenbauer Bay Park through Downtown Bellevue, across Interstate 405, and connecting into Eastrail. This ambitious program includes multiple capital projects, complex interdepartmental coordination, and the development of a landmark signature bridge over I‑405. The program reflects Bellevue’s commitment to community placemaking, multimodal mobility, innovation, and world‑class urban design.

The Office functions within the City Manager’s Office and works closely with departments across the organization, including Transportation, Community Development, Finance & Asset Management, and others. This position is central to ensuring the program’s financial integrity, project governance, and successful delivery.

Essential Duties and Responsibilities Capital Program Administration & Project Support
  • Oversee and coordinate development and administration of professional services and construction contracts, ensuring compliance with federal, state, and city requirements.
  • Prepare contract documents, amendments, bid packets, council agenda materials, and notices to proceed.
  • Support construction processes including submittal workflows, change order processing, progress payments, closeout documentation, and communication tracking.
  • Serve as a liaison between project managers, Procurement Services, external consultants, and contractors.
  • Develop, maintain, and improve project management systems supporting schedules, cost tracking, and portfolio reporting.
  • Support project governance by preparing materials, documenting decisions, and maintaining auditable governance records.
  • Collect and analyze project‑level performance data (schedule, cost, risks, contingencies) and flag items requiring leadership attention.
Financial Analysis, Budget Management & Reporting
  • Lead financial monitoring, forecasting, and variance analysis for all elements of the Grand Connection capital program.
  • Develop and maintain detailed financial tracking systems for contracts, encumbrances, expenditures, revenues, and multi‑year commitments.
  • Prepare monthly financial performance reports for the Director, Project Engineers and other city stakeholders.
  • Conduct complex financial analyses to identify trends and assess fiscal impacts of design and delivery decisions.
  • Coordinate with Finance & Asset Management staff to support biennial budget development, CIP budget updates, funding crosswalks, and personnel cost validation.
