Responsibilities
  • Ensure the program implementation activities in‑country are in line with the overall vision and leadership of the program.
  • Support the program’s leadership and the consortium partners to build and manage a strong implementation team in‑country with a clear strategy to deliver results.
  • Create and maintain good working relationships with implementing partners and other relevant projects and programs in‑country and ensure adequate leverage and synergy between these implementation partners and projects/programs.
  • Represent the program in meetings, conferences, and other opportunities conducive to publicizing, promoting and marketing the project’s (and project partners’) achievements in country.
  • Participate or lead regular project management meetings with representative(s) of consortium members and with the donor embassy representative(s) at country level.
  • Ensure consistency among activities implemented in‑country and compliance with national sector specific strategy and policies.
  • Monitor project overall expenditure and private sector contribution against budgets and ensure financial compliance to both donor requirements and IFDC procedures.
  • Supervise completion of timely and high‑quality work plans, progress reports and financial reports.
  • Organize the project’s monthly cash flow needs and submit a request for advance funds accordingly.
  • Monitor project indicators in accordance with the Performance Monitoring and Evaluation Plan, evaluate program results and take necessary corrective actions whenever needed.
  • Collaborate with IFDC leadership to ensure that managerial, administrative, and financial procedures comply with provisions of the project contract.
  • Monitor in‑country program budget and ensure a desirable budget burn rate.
  • Perform other roles necessary or those to be assigned by IFDC leadership.
Requirements
  • Bachelor’s degree in Agronomy, Seed Science, Soil Science, Agricultural Economics, International Development, or a related field.
  • A minimum of 10 years of hands‑on experience in seed sector and agricultural development (seed breeding, production and distribution, soil science, agronomy, agriculture financing mechanisms, etc.), with a sizable portion of this experience in West Africa (especially Mali, Burkina Faso or Niger).
  • Proven record of accomplishment and expertise in seed sector overall management, with deep knowledge of main seed international and local stakeholders, and good understanding of sustainable agricultural practices.
  • Established and active relationships with key stakeholders in a target country both in the research, farmer organizations, and public and private sectors, related to seed and agricultural development and soil fertility.
  • Experience in developing partnerships with a diverse range of stakeholders, including non‑governments and government entities (e.g., private sector actors and development partners).
  • Fluent in both French and English, enabling effective communication and collaboration in multicultural settings.
