This role will oversee safety and security performance for Central Valley construction activities on the California High-Speed Rail program, ensuring compliance with the Safety and Security Management Plan (SSMP). Monitored construction safety oversight, coordinated contractor safety deliverables, and implemented continuous improvements to enhance program-wide safety and security performance.

  • Provide senior level leadership, expertise and vision to assist in the development of a safety culture for the program.
  • Review future contracts and make recommendations regarding construction program safety.
  • Develops and delivers safety related training to consultant staff and others.
  • Conduct audits, inspections, and risk assessments to identify potential hazards and ensure compliance with Occupational Safety and Health Administration (OSHA), Federal Railroad Administration (FRA), and California Division of Occupational Safety and Health (Cal/OSHA) requirements.
  • Coordinates construction safety meetings amongst various construction contractors.
  • Monitor compliance and make recommendations regarding construction site safety program wide.
  • Responds to incidents and coordinates the expected response while working with the applicable construction contractor.
  • On call for all incident levels related to construction activities to ensure resources and notifications are completed as required. Determine root cause for incidents with applicable construction contractor(s).
  • Track applicable performance trends and provide recommendations for continuous improvement.
  • Collaborate with law enforcement, emergency services, and security agencies to align construction site security measures with broader public safety requirements.
  • Prepare and present reports, briefings, and recommendations to HSR leadership, stakeholders, and oversight bodies regarding construction safety and security activities.
  • Support integration of safety and security considerations into project schedules, budgets, and risk management activities.
  • Lead process improvements to enhance efficiency, accountability, and transparency in construction safety and security initiatives across the program.
  • Perform other duties as assigned.
Qualifications
  • BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education.
Preferred Requirements
  • Active safety certifications, such as Construction Health and Safety Technician (CHST), or equivalent.
  • OSHA 30-Hour Construction Safety certification.
  • Experience with transit or rail infrastructure safety and security programs.
  • Familiarity with Homeland Security requirements, security management practices, and emergency response planning.
  • Bachelor’s degree in Safety Management, Construction Management, Engineering, Public Safety, or a related field.
  • At least 10 years of progressive experience in managing safety and security activities for construction projects, ideally for large transportation infrastructure rail projects or near active railways.
  • Strong knowledge of applicable safety and security regulations (OSHA, FRA, Cal/OSHA, and other relevant codes).
  • Experience conducting risk assessments, audits, and inspections.
  • Demonstrated ability to prepare and deliver clear reports, safety performance metrics, and recommendations.
  • Strong organizational, communication, and leadership skills to work effectively with multidisciplinary teams.
  • Response planning proficiency.
  • Proficiency with safety management systems, data analysis tools, and reporting platforms.
  • Master’s degree in a related field.
