Department Overview

The Master of Public Administration (MPA) program at California State University, Fresno, housed in the Department of Political Science, provides a professional degree to individuals seeking to serve the public through the effective and ethical administration of public programs. The program faculty promote and teach the following core competencies:
To lead and manage in public governance; to participate in and contribute to the public policy process; to analyze, synthesize, think critically, solve problems, and make decisions; to articulate and apply a public service perspective; and to communicate and interact with a diverse and changing workforce and citizenry.

The MPA Program seeks part‑time lecturers to teach one‑unit and three‑unit courses as needed. One‑unit courses will be practitioner seminars related to the lecturer’s professional experience in Public Administration.

Note:

One‑unit classes may not run for the entire semester.

• Administrative law, public communications, strategic planning, funding and resource development, and other relevant topics for public and nonprofit administrators.
• Other classes that may be identified as needed to fulfill educational goals of current students.

Temporary faculty members are responsible for adherence to and implementation of university and system‑wide policies as directed per Academic Policy Manual 306, paragraph 2. Instructors are responsible for the preparation, delivery, conducting, proctoring, and grading (as appropriate) of lectures, office hours, homework assignments, quizzes, class projects, and midterm and final exams. All classes must be offered and meet as scheduled throughout the entire semester, in the mode assigned and listed in the schedule of classes (i.e. asynchronous, synchronous, in‑person, or hybrid).

Appointment is contingent upon budget and enrollment considerations and subject to the order of assignment provisions in the collective bargaining agreement between California State University and the California Faculty Association. These provisions state the “Order of Work,” or the order in which available courses must be assigned to faculty, starting with tenure line faculty and ending with new lecturer appointees. Appointees will be required to demonstrate eligibility to work in the United States.

California State University, Fresno does not sponsor Temporary Faculty for work visas.

Commensurate with qualifications and experience within the CSU salary range placement. For Temporary Faculty with a Master’s degree the salary range is $5,507–$6,677 per month when teaching full time (15 WTUs). Starting salaries are usually at or near the minimum of the range. Actual monthly salary will be adjusted based on the number of WTUs assigned per an academic term.

The temporary faculty pool is continuously open, and positions are filled as needed, based on student enrollment and funding. The number of positions varies from semester to semester. Appointments from the pool are temporary and often made just prior to the start of the academic term. Applicants may need to be available to begin teaching on short notice. The pool will remain in place for two academic terms;

those interested in remaining in the pool beyond that time must reapply.

• Education
  : A Master’s degree or PhD in Public Administration, or a Doctorate of Public Administration (DPA) or related field.
• Experience
  :
  Successful teaching experience in public administration or related field at the undergraduate level; commitment to working effectively with faculty, staff, and students from diverse backgrounds; and a commitment to teaching excellence at the undergraduate level, which may be evidenced through prior teaching experiences and evaluations.

• Successful teaching experience at the graduate level.
• Professional work experience in public administration, public service, or related area.
