Housing Program Supervisor (Open Until Filled)
City of Fresno, CA
As a Housing Program Supervisor, you will lead a team and oversee vital housing and code enforcement programs, ensuring successful field operations and addressing complex community concerns.
Key Responsibilities- Supervise and guide staff in housing and code enforcement programs.
- Coordinate and address violations related to vacant and blighted properties, zoning and conditional use permits, public nuisances, sidewalk and mobile vending, and special events.
- Enforce applicable codes and ordinances to improve neighborhood conditions.
- Develop and implement program goals, policies, and priorities.
- Conduct and support inspections, fieldwork, and community engagement.
- Interpret and apply municipal codes and enforcement procedures.
- Collaborate with departments, agencies, and community partners.
- Prepare reports, documentation, and evidence for hearings and court.
- Represent the City as an expert witness and support division administration.
- May be assigned to specific program areas or special enforcement initiatives.
- Perform related duties as required.
- Minimum of 3 years of experience in code enforcement, rental housing/property management, or construction trades, including at least 1 year of lead experience reviewing and coordinating staff work.
- Alternative:
Two (2) years of experience as a Senior Community Revitalization Specialist with the City of Fresno. - Bachelor’s degree in architecture, engineering, urban planning, criminology, public administration, business administration, or related field; or equivalent experience may substitute for the required education.
- Valid Class C California Driver's License at time of appointment and during employment.
- Proof of valid driver's license and current copy of driving record required.
- Certification as a California (CACEO) Code Enforcement Officer is desired.
- Preferred areas of expertise:
Code Enforcement, Housing Rehabilitation, Rental Housing, Community Revitalization, Homeless Services. - Must successfully pass a Department of Justice fingerprint process prior to employment with the City of Fresno.
- Health insurance:
City contributes toward monthly premiums for PPO medical, dental, and vision for employee and dependents. - Flexible Spending Account.
- Deferred compensation: voluntary 457 plan.
- Annual leave: 15.5–20 hours per month based on years of service with cash‑out provisions.
- Life insurance: benefit equal to annual salary up to $150,000; premium paid by the City.
- Supplemental sick leave: 40 hours per fiscal year, 80 hours lifetime maximum.
- Management leave: 60 hours per fiscal year with cash‑out provisions, for exempt employees only.
- Holidays: 10 city‑observed annual holidays, plus birthday and 2 personal days.
- Long‑term disability: benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability.
- Bus passes provided to supervisors in FAX Operations.
- Bilingual premium: $100 per month upon approved certification.
- Health Reimbursement Arrangement (HRA) for eligible retirees.
- Retirement:
City of Fresno Retirement Systems with 5‑year vesting; no participation in Social Security.
