Public Utilities: Assistant Director; Administration & Water

The City of Fresno Department of Public Utilities is currently recruiting for two Assistant Director positions in Public Utilities‑Administration and Water. These unclassified positions serve at the will of the Department Director.

Leads and manages the Department’s financial and administrative operations. Works directly with the Director, administrative staff, and the operating utilities’ business management teams to advance the mission of delivering essential utility services to the City’s customers. Responsibilities include preparing the annual budget, routine financial reports, analyzing operating utilities’ cost of service and rate revenue requirements, managing rate report preparation and the Proposition 218 process, overseeing grant pursuits and management, reviewing and preparing new and updated department policies, coordinating with outside agencies, and providing support and oversight to the Department’s three operating utilities in finance, business management, and administration.

Qualifications
:
Bachelor’s Degree in finance administration, public administration, civil engineering, sciences, or a closely related field and eight (8) years of progressively responsible leadership and management experience in a large public utility providing water, sewer, solid waste, or utility planning services.

Desirable (but not required):
Master’s Degree in Finance Administration, certification as a Certified Public Accountant, or registration in California as a Professional Engineer.

Possession, at time of appointment and continued maintenance, of a valid California Driver License is required.

Provides leadership and management for the City’s Water Utility, overseeing approximately 200 full‑time employees across treatment plant operations, pipeline maintenance, mechanical and electrical services, water conservation programs, and field operations. Works closely with the Director, Water Managers, Planning & Engineering, and Billing & Collection to advance reliable drinking water delivery. Responsibilities include developing the Water Utility’s annual budget, contributing to cost‑of‑service studies, rate revenue requirements, and rate setting analysis for the rate report, reviewing and developing policies, coordinating with regulatory agencies, and leading emergency preparedness and continuity of operations planning.

Qualifications
:
Bachelor’s Degree in civil, environmental, mechanical, or water resources engineering, public administration, sciences, or a closely related field and eight (8) years of progressively responsible leadership and management experience in a large public utility providing water, sewer, solid waste, or utility planning services.

Desirable (but not required): CA Drinking Water Treatment or Distribution Operator certification, Utility Management Certification (UMC), or registration in California as a Professional Engineer.

Possession, at time of appointment and continued maintenance, of a valid California Driver License is required.
