Position: Employment and Training Worker I

Salary Range: $23.75 per hour, $4,116.67 per month, $49,400 per year.

The Employment & Training Worker I provides employability services to eligible applicants of local social service agencies. Responsibilities include applying program regulations, assessing employment potential, identifying barriers, making referrals, collaborating with partner agencies and employers, and maintaining participant records in an automated system.

Responsibilities
  • Interview and evaluate eligible program participants using Motivational Interviewing techniques to assist them in achieving self‑sufficient employment.
  • Administer and interpret vocational measurement tests.
  • Assess clients’ employment and education history; identify skills, barriers, and develop goals and plans to improve skills and overcome barriers.
  • Provide career guidance, employment counseling, labor market information, and referrals to educational and training opportunities.
  • Advocate on clients’ behalf for appropriate services and enabling support.
  • Assist applicants and recipients in utilizing available resources.
  • Conduct home visits, community outreach, orientation workshops, and one‑on‑one training for program participants.
  • Read, comprehend, and apply complex regulations, rules, policies, and procedures.
  • Participate in developing and implementing program strategies to increase the federal Work Participation Rate.
  • Explain program regulations and policies to clients and the public.
  • Present information on available programs to community organizations, the public, and employers during job fairs and presentations.
  • Research labor market information and employment opportunities; establish and maintain contacts with regional employers and training providers.
  • Complete and process disbursement of funds and documents for clients’ authorized supportive services (e.g., childcare and transportation).
  • Place clients into paid or non‑paid work training assignments and monitor their performance.
  • Maintain regular contact with clients to monitor task completion and progress toward goals.
  • Document clients’ compliance or non‑compliance with program rules and follow procedures related to sanctions.
  • Perform clerical duties such as organizing, prioritizing, scheduling assignments, completing forms and reports, and maintaining files and logs.
  • Establish and maintain cooperative relationships with program participants, department employees, employers, educational facilities, trainers, and community service providers.
  • Assess family situations to determine if Family Stabilization services are appropriate and develop service plans when necessary.
  • Perform related duties as assigned.
Eligibility Program Duties
  • Analyze financial and eligibility information to determine initial or continuing eligibility for multiple aid programs.
  • Enter and retrieve data and issue benefits from an automated system.
  • Assist clients in accessing community services.
  • Organize caseload for timely processing and updating of case records and documents.
Knowledge
  • General goals and purpose of employment preparation, training, and public social services programs.
  • Career, vocational, and employment counseling techniques.
  • Occupational fields and regional labor market trends.
  • Services provided within the department and procedures for referring participants.
  • Local and regional socio‑economic conditions.

Abilities
  • Conduct successful employment‑related interviews, record keeping, and office procedures.
  • Elicit factual information from clients exhibiting behavioral or emotional challenges.
  • Interpret financial information and perform basic arithmetical computations.
  • Gather, record, and evaluate data required for implementing employment preparation and training programs.
