Summary
Under general supervision of the Right of Way (ROW) Median Supervisor, or designee, the ROW Maintenance Inspector shall review landscape plans for City median projects. The ROW Maintenance Inspector inspects work done under city contracts in the parkway and medians, to monitor compliance with the City ROW ordinance, construction specifications, ANSI A300 standards, materials and methods to meet or exceed City specifications in the maintenance and restoration of city infrastructure, medians and parkways, and to keep the public safe during maintenance activities.
Inspect mowing and irrigation in the medians and parkway, for safety and compliance with regulations and City median maintenance contracts. This position will also be responsible for communication among other departments within the city of Frisco. Performs some additional duties as assigned by the ROW Supervisor when they are out. This position also verifies all herbicides, pesticides and fertilization is performed according to the City Contract.

Essential Job Functions- Identifies and inspects contracted work in the median and parkway such as mowing and enhanced bed maintenance and close out work orders for inspecting external contractors.
- Conducts onsite inspections of trees, turf and other landscape vegetation to identify hazardous conditions, including disease, structural defects, insect infestation.
- Reviews contractor plans and perform plan review on median landscape projects to ensure plans meet the minimum city ordinances and design standard requirements.
- Attends pre-construction and final acceptance on-site meetings.
- Assists ROW Manager with any additional surveying, as needed.
- Closes out work orders assigned by the ROW median supervisor, resolving all complaints reported in the medians or parkways.
- Gives input towards changes and additions to the Right of Way Ordinance.
- Assists ROW Supervisor with administrative duties in the daily operation which include reviewing larger projects, and final inspections.
- Provides on-site right of way inspection of median and parkway mowing, median irrigation and repair, tree trimming, tree removal and tree planting and landscape restoration.
- Conductspreconstruction, preliminary inspection meetings and provides technical support to contractors related to design standards.
- Prepares narrative and written technical reports related to preliminary ROW site inspections and contract specifications for the ROW Division.
- Inspects mowing and irrigation, for compliance with City contracts.
- Provides project status updates and reviews to the ROW Supervisor and other staff as necessary.
- Interacts with public and private organizations, developers, contractors, City departments, staff, and residents with construction projects.
- Responds to and resolves customer, contractor, developer and general public complaints, concerns and questions related to ROW median plan review and ROW median inspections.
- Mediates most ROW standard differences between contractors and developers.
- Travels to construction sites to monitor progress and compliance with contract specifications, and to attend meetings, conferences and training.
- On-call required and responds to emergency ROW maintenance situations in the median or parkway.
- Inspects accepted projects to conduct daily, weekly and annual maintenance checks.
- Performs other related duties as assigned.
- Regular and consistent attendance for the assigned work hours is essential.

- Knowledge of construction materials and supply specifications and standards.
- Knowledge of measuring instruments, probes and hand excavation tools.
- Knowledge of civil construction methods, practices and procedures.

- Knowledge of computers and related equipment, hardware and software.
- Knowledge of City policies and procedures.
- Knowledge of City code of ordinance Chapter 78.
- Skill in effective oral and written communications.
- Skill in inspecting, reviewing, evaluating, and modifying right of way construction plans.
- Skill in analyzing technical reports for compliance with material specifications.
- Skill in enforcing applicable Federal, State and City construction codes and ordinances.
- Skill in mediating differences among contractors, developers, and inspectors.
