Overview

Under the general supervision of the ROW Manager, Public Works, the Right-of-Way (ROW) Coordinator performs a variety of tasks in support of the Public Works and Engineering Departments. The ROW Coordinator interfaces with multiple divisions to facilitate and coordinate key operational tasks. This position processes lane closure requests, files traffic control plans, notifies the public of lane closures, and provides responsible and complex office and field technical support to the Public Works and Engineering Department.

This position will periodically work with the Public Works senior staff on special contracted work.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Responsibilities
  • Monitors traffic control set up using the City's video management system and/or field observations that occur in the City's ROW for compliance with approved traffic control plans, City Ordinances, codes and contract specifications.
  • Provides weekly reports and written notifications to communicate with management, contractors, developers, builders, general public, and City departments related to traffic control issues.
  • Communicates with Fire Department, Police Department, dispatch and emergency services regarding any traffic or emergency issues that occur in the ROW as a result of lane closures and/or construction.
  • Assists with implementing notifications to the public of real time traffic congestion/lane closures through coordination with Communications department in addition to using Waze, 511

    DFW, Twitter or my Frisco app.
  • Provides lane closure request approval notifications to developers, contractors, engineers, and City departments.
  • Enters data to track information on permits for Backflow, utility line locates, lane closures and ROW inspections.
  • Assists applicants with forms and technical questions related to the Backflow, lane closure requests, ROW permits, and utility line locate processes.
  • Attends and participates in a variety of meetings.
  • Maintains, updates, and retrieves information from project database, which will include TrakIT, City Works, and/or others as needed.
  • Responds to requests for assistance and information from walk-in and telephone inquiries.
Other Important Duties
  • Assists Customer Service Representatives in Code Enforcement, Building Inspection, and Engineering Services Department with technical questions related to traffic control.
  • Travels to construction sites, meetings, conferences and training.
  • Regular and consistent attendance for the assigned work hours is essential.
  • Performs other related duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of City's Right-of-Way Ordinance.
  • Knowledge of Work Zone Safety procedures.
  • Knowledge of Federal, State, and Local standards for Work Zone traffic control compliant devices.
  • Proficiency in the use of computers and related equipment, hardware and software.
  • Skill in reviewing, evaluating, and modifying construction plans.
  • Skill in analyzing technical reports for compliance with material specifications.
  • Skill in effective oral and written communications.
  • Skill in reviewing construction test results and preparing written reports.
  • Skill in tracking and coordinating construction project status and inspections.
  • Ability to make well reasoned and timely decisions based on careful, objective review and informed analysis of available considerations and factors.
  • Ability to identify existing and potential problems/issues. Obtains relevant information about the problem/issue, including recognizing whether or not more information is needed.
Education, Experience, and Certifications
  • Associate's degree in related field, and three (3) years permit or plan review experience; or equivalent combination of education and experience.
  • IMSA Work Zone Safety or ability to obtain within 6 months of date of hire (TEEX course certification will be considered).
