Summary
Under the supervision of the Benefits Manager, the Senior HR Analyst will be responsible for Compensation/Classification and HRIS support. This position would oversee administration of the compensation/classification system, processes, and tools; researches, develops, and recommends best practice solutions to compensation issues; requests, responds to and compiles salary surveys; works with Human Resources staff members, city management, payroll and Information Technology to maintain and develop solutions to HRIS/HRMS processes, leads related projects and updates, as well as managing system integrity.
This position works with all levels of management throughout the city.
- Conducts job audits, performs job analysis and makes recommendations to ensure internal equity is maintained and to ensure compliance with federal law, and to ascertain appropriate grade placement.
- Assists with the development of a compensation strategy, to include plan revisions and provide statistical data as required.
- Conducts salary, benefits and other surveys and studies; analyzes results and makes compensation recommendations. Compiles the statistical data for reporting and making recommendations.
- Reviews appropriateness of proposed compensation offers to new hires.
- Works with Human Resources management staff to develop merit increase recommendations and performs calculations to ensure budget guidelines are met.
- Coordinates annual market/merit increase with Information Technology to ensure accurate updates to employee records.
- Performs compensation plan maintenance and maintains current data on compensation related data bases such as Metroplex Compensation & Benefits website.
- Reviews consistency of classification plan by reviewing grade placement of existing and new positions and recommending appropriate changes or initial placement.
- Reviews and updates job descriptions for consistency, accuracy, and currency, makes necessary changes.
- Works with departments to create new position descriptions, and ensures department needs are met.
- Reviews position descriptions to determine appropriate FLSA classifications, compliance with ADA and physical agility eligibility.
- Creates and updates compensation related tables in the Munis system and tests all updates and changes to ensure desired results are achieved.
- Serves as the department liaison with other divisions as a systems key point person utilizing expertise and systems knowledge during testing, updates and system upgrades.
- Assists with benefits activities and administration as needed.
- Completes and manages special projects, presentations and programs as assigned by Human Resources Director or Manager.
- Provides customer service functions to employees by providing general HR information, resolving problems related to compensation, classification and position management.
- May be required to work some evenings and weekends.
- Travels to attend meetings, conferences and training.
- Performs other related duties as assigned.
- Regular and consistent attendance for the assigned work hours is essential.
Required Knowledge and
Skills:
- Knowledge of Federal, State and City rules, regulations, guidelines, policies and principles related to compensation, classification, and other human resources areas.
- Knowledge of federal and state compensation laws and human resources functions.
- Knowledge of HRIS with expertise in system's reporting and testing.
- Knowledge of customer service and public relations practices and methods.
- Knowledge of research, analysis, development, implementation and enforcement of all personnel functions, practices and procedures.
- Knowledge of City policies and procedures.
- Knowledge of arithmetic algebra, statistics and related applications.
- Proficiency in the use of computers and related equipment, hardware and software to include performing at an advanced level in Microsoft Excel.
- Skill in resolving employee and customer complaints and concerns.
- Ability to utilize Human Resources Information Systems (HRIS) to track and implement employee payroll, leave, benefits, training and overtime.
- Ability to communicate information and ideas in speaking and presenting so that others will understand.
- Ability to analyze information, and evaluate results in order to choose the best path to solve problems and find solutions.
- Ability to prepare clear and concise reports.
Education, Experience, and
Certifications:
- Bachelor's Degree in Human Resources Management or related field, and five (5) years of progressively responsible Human Resources experience; or equivalent combination of education and experience.
- Preference given to CCP (Certified Compensation Professional) certification.
- Preference given to individuals familiar with the Tyler Munis HRIS system.
- Must pass a pre-employment drug screen, and/or post-offer physical exam.
- Must possess valid State of Texas Driver's License.
