SUPERVISING ENGINEERING TECHNICIAN III

Project Management Division – Utilities Section and Road Division – Traffic Section. Recruitment open to current and qualified OC Public Works employees only.

OC Public Works provides services on a regional basis to unincorporated areas, to cities, and to other county agencies and departments. The department’s mission is to provide, operate and maintain quality public facilities and regional resources, and to ensure safe construction and development standards, and preserve environmental quality for the people of Orange County.

• Five (5) years of subprofessional civil engineering experience, including at least three (3) years immediately related to the area of assignment.

• Motivated, self‑starting individual.
• Three or more years of utilities‑related experience.
• Strong communication skills in English, orally and in writing.
• Ability to take on complex, highly specialized technical engineering work and supervise a specialized team.

• Under direction, supervise subordinate engineering technicians performing office and field subprofessional engineering work.
• Execute more difficult tasks within the area of assignment.
• Perform other duties as required.
• Coordinate and advise on utility matters with OC Engineering, project managers, and external stakeholders.
• Provide field verification and technical expertise to project managers.
• Issue utility notices and other communications as needed.

• Support OC Engineering in utility matters.
• Develop and maintain strong positive relationships with utility owners.
• Coordinate utility issues with owners and OC Engineering project managers.
• Advise Design, Program, Construction and Operations & Maintenance Divisions to minimize utility impacts.
• Advise Division Manager on utility issue resolution and alternatives.
• Provide briefing on major utility issues to Division Manager.

• County Underground Utility District Ordinance.
• Public Utilities Commission Underground conversion funding programs.
• Policies for utility notices, owner standards, practices, and cost responsibility determination.

• Strong communication skills with a proactive approach.
• Effective communication with Division Manager and subordinate staff.
• Track record of developing long‑term relationships with outside agencies.

• Reading engineering plans.
• Understanding of prior rights and processes for determinations.
• Understanding County design process.

• Supervise a unit responsible for traffic signal operations.
• Coordinate unit activities and set unit priorities.
• Supervise, monitor, train and provide technical assistance to staff.
• Prepare correspondence and technical reports.
• Respond effectively to citizen complaints.
• Assist county attorneys in litigation concerning signal operation.
• Design modifications for existing traffic signals; review consultants’ plans; prepare and process Traffic Signal Maintenance Agreements; prepare and install traffic signal coordination timing programs.

• Represent the County as liaison to other jurisdictions and private agencies.
