Eligibility

Open to the general public and any current Municipal employee.

Position Details

This is a full-time,temporary non-represented position (no union affiliation).

Hours of Work:
Monday - Friday;
Eight hour shift between the hours of 8am - 5pm.

Department:
Municipal Light & Power
-Systems & Communications Division.

Responsibilities

Under general direction provides consultant services ML&P divisions in all phases of workflow analysis, analyzing feasibility, system design, implementation strategy, and support for new and modifications to existing electronic systems.

Prepares system or project detail design including process flows, interface definitions, processing logic, workflow documentation, and related requirements to meet project objectives. Develops workflow analysis documentation, interface analysis, migration information system plans, and system enhancement tasks. Prepares a variety of reports including technical work plans, specifications, study documents, and status reports. Validates legacy migration plan and interfaces for accuracy and efficiency.

Performs other duties as assigned.

Qualifications

Bachelor’s degree in Computer Science or related field and four years programming or analyst experience, one of which must have been at the Programmer Analyst level with the Municipality of Anchorage, or the equivalent elsewhere.

Prefer:
Ability to read COBOL code, develop in Visual Studio 2005 (VB or C#), Power Builder 10.1, Visual Source Safe.

Substitution

Additional applicable Programming/Analyst experience may substitute for the degree on a year-for-year basis.

Knowledge, Ability, and Skills
  • Knowledge of:
    Principles, practices, and techniques of structured systems analysis; operational principles of current generation of information processing systems; basic principles of supervision and management.
  • Ability to:
    Analyze complex business situations and information systems, and formulate and implement sound recommendations for new and modifications to existing electronic information technology systems; communicate effectively with others.
  • Skills in:
    Data analysis skills, Microsoft SQL or Oracle pl/sql query language.
  • Experience with:
    Microsoft Word, Excel, and Outlook.
Background Check

All qualified applicants selected for interview shall complete and sign a Background Check Form at the time of interview. The background check will be conducted by the ML&P Human Resources Office prior to making the job offer to the successful candidate. A Background Check encompasses criminal history, verifying education and dates of employment.

Conditional Appointment

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant’s Alaska Drivers License and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaska Drivers License was first issued within one year prior to application, documenting an acceptable driving history.

Veterans Preference
