Job DescriptionThe Resilient Connectivity Products Portfolio, within the Collins Mission Systems Strategic Business Unit, offers an opportunity for a Manager, Contracts for the Joint Precision Approach and Landing System (JPALS) program. This candidate will lead cradle‑to‑grave contract management activities including proposal preparation, contract negotiation, contract administration, and contract closeout. The role involves customer communication, change management, invoicing coordination, fulfillment of contract requirements per company policies, legal requirements, and customer specifications.
The Manager, Contracts will work closely with Program Management leadership, the Office of General Counsel, and cross‑functional peers to support program gate reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual matters affecting the portfolio.
- Partner with cross functional team members in a fast‑paced environment to develop creative solutions and resolve contractual matters.
- Effectively communicate with internal and external customers to establish mutually beneficial relationships and influence business decisions.
- Manage contractual scope and terms to ensure work is performed to the overall contract scope.
- Analyze RFPs, develop proposals, and coordinate negotiation and contract implementation.
- Investigate and resolve complex contractual matters using critical thinking and creative contracting techniques.
- Provide strategic advice on contractual rights, obligations, regulations, and policies to mitigate risks and unauthorized changes.
- Multi‑task routine and complex contract and proposal activities while responding to unplanned quick response requirements.
- Travel minimally within the United States.
- A University Degree and a minimum of 8 years of relevant experience, or an Advanced Degree with a minimum of 5 years of experience.
- Eligible to obtain or currently holding a U.S. Department of Defense (DoD) security clearance.
- Experience with U.S. Government contracts under FAR and DFARS.
- Experience as a Contracts Lead and/or leading contract negotiations with customers.
- Experience with CPIF type contracts and Truth in Negotiations Act (TINA).
- Experience with administration and negotiation of complex proposals and contracts.
- Strong interpersonal skills for effective collaboration with cross‑functional stakeholders, including customers and leadership teams.
- Demonstrated ability to develop effective relationships with internal and external customers based on respect and trust.
- Experience interfacing with DCAA and DCMA during proposal reviews, audits, and fact‑finding.
