Position: Construction Quality Assurance Representatives and Inspectors - All Levels

Description

Mac Donald-Bedford LLC is seeking qualified and experienced Junior to Senior level Construction Quality Assurance Representatives to support federal, institutional, and infrastructure projects across the Pacific, with emphasis on American Samoa. This role focuses on on‑site inspections, reporting, and follow‑up that support the design, construction, renovation, and modernization of facilities, including large construction (MILCON or facility development projects) and repair, renovation, and sustainment (SRM or infrastructure improvements).

Key Responsibilities
  • Prepare and finalize pre‑award, quality assurance, and contract administration processes for Government Construction Contracts.
  • Maintain the Resident Management System (RMS) database for all assigned projects, managing contracts, and updating the RMS database. Perform data entry of all related documents such as correspondence, Requests for Information (RFI), contractor’s quality control (CQC) plans, safety plans, activity hazard analysis, construction schedules, technical submittals, and insurances. Log data on contractor’s quality control reports and deficiency tracking.
  • Download contractor data from the Quality Control System (QCS) to RMS and evaluate that the data provided is accurate and complete.
  • Prepare technical reports, drawings, and specifications in support of design submissions and permitting packages.
  • Provide construction administration services, including submittal reviews, RFI responses, on‑site inspections, and assistance with system commissioning.
  • Coordinate with multidisciplinary teams—architects, engineers, contractors, and client stakeholders—on new construction, renovation, and retrofit projects.
  • Support code consulting services and authority‑having‑jurisdiction (AHJ) coordination.
Minimum Requirements
  • Senior Level: Minimum 10 years of general construction methods experience, including 1 year quality assurance or quality control inspection and 2 years of working knowledge of U.S. Army Corps of Engineers policies, procedures, and regulations; or a minimum of 15 years of general construction methods experience.
  • Mid‑Level: Minimum 5 years of general construction methods experience, including 1 year quality assurance or quality control inspection and 1 year of working knowledge of U.S. Army Corps of Engineers policies, procedures, and regulations; or a minimum of 10 years of general construction methods experience.
  • Junior:
    Minimum 3 years of general construction methods experience, including 1 year quality assurance or quality control inspection and 1 year of working knowledge of U.S. Army Corps of Engineers policies, procedures, and regulations; or a minimum of 5 years of general construction methods experience.
  • High School diploma or equivalent supplemented with at least 20 credit or semester hours of technical training.
  • U.S. citizenship.
  • Ability to travel, including extended off‑island trips within the Pacific Region.
  • Strong written and verbal communication skills and ability to coordinate effectively within multidisciplinary teams.
  • Self‑directed work on complex project types, both independently and collaboratively.
Preferred Qualifications
  • Familiarity with Pacific Islands, specifically American Samoa.
  • Construction or engineering related education.
  • Experience supporting federal agencies (e.g., USACE, GSA, VA) or healthcare/military projects.
