Project Duration: 3 years (Base + 2 option years)
Project Details: The Construction Manager (CM) will work under the Contracting Officer’s Representative (COR) as the VA’s Owner’s Representative, effectively serving the AHU 21, 22, 23, and 24 renovation projects. This project involves upgrading the air handling unit system that supplies conditioned air to the E Wing Building at Malcom Randall VAMC in Gainesville FL, encompassing floors two through five.
Responsibilities
Review and approve construction documents, conduct field inspections, review project schedules, and coordinate with the contractor and the Architect/Engineer (A/E) team, under the COR.Support the COR in reviewing payment applications and managing project closeout activities, including warranty management and transition.Ensure compliance with approved drawings, specifications, and VA standards, while maintaining oversight and quality assurance throughout the project lifecycle.Coordinate submittal reviews and manage the submittal process to ensure contractor submittals meet specification requirements; establish and monitor the submittal review process with all stakeholders.Monitor project financial data and budgetary cost accounting, administer construction contract change orders, maintain project funds tracking, and assist in preparing change orders.Prepare and maintain daily logs, manage the project schedule, coordinate with the general contractor, and address schedule slippages with recommendations for adjustments.Attend and/or conduct weekly or bi-weekly project meetings to review progress, project schedules, and payment requirements.Assist in issue resolution by maintaining thorough project records and facilitating resolution of conflicts among parties.Oversee testing and inspection services, including coordination with independent testing agencies for quality control testing of construction materials and systems.Provide commissioning services as needed, including start-up planning, testing, and coordination of O&M materials and training.Perform additional construction-related services, including as-built documentation, routine inspections, defect tracking, relocation support, and closeout submittals as required by the VA.Qualifications
- The CM-PM shall have a Bachelor’s degree in Construction Management, Architecture, or Engineering from an accredited institution.
- Minimum of 6 years of experience in both design and construction with a focus on medical facilities preferred. Educational requirements may be substituted by 15 years of directly related experience; seven years of project management experience including supervision of engineering, design and construction, schedule control, cost management, and budgeting.
- U.S. citizenship and ability to obtain a favorable National Agency Check (NACI).
- Professional knowledge of Construction Contract Documents, Front End and Technical Specifications, and Drawings; proactive problem-solving to minimize delays and ensure compliance with codes, standards, and contract requirements.
- Strong communication, language, and software skills with the ability to use various software programs to monitor, update, and produce work products.
Preferred Qualifications - Experience as a Construction Manager/Agent (CMa) managing VA projects
- Experience as a CMa managing medical projects
