Position Overview

The Subsurface Utility Engineering (SUE) Manager is a senior technical and client-facing leadership role responsible for building, managing, and growing the firm’s Subsurface Utility Engineering practice. In this position, you’ll lead utility designation and exploration efforts, oversee Level B and Level A investigations and locates, and establish consistent standards for SUE delivery in accordance with ASCE 38-22.

You’ll play a key role in developing internal SUE workflows, managing field and office coordination, and ensuring utility data is collected, interpreted, and delivered with a high level of technical accuracy. Just as importantly, you’ll help grow the practice through client relationships, pursuit strategy, proposal leadership, and business development efforts. This role also includes oversight of project performance, including budgets, schedules, productivity, QA/QC, and team development.

What

You’ll Do
  • Lead client development, relationship management, and pursuit strategy for SUE services.
  • Serve as the primary client contact for SUE projects and build long-term relationships with public and private-sector clients.
  • Lead SUE projects from kickoff through completion, including scope development, scheduling, field coordination, and deliverable management.
  • Drive proposal development, fee strategy, scope writing, and interview preparation for SUE pursuits.
  • Direct Level B utility designation using electromagnetic locating, GPR, and related geophysical methods.
  • Plan and oversee Level A test hole investigations using vacuum excavation methods such as hydrovac or air vac.
  • Manage project budgets, schedules, staffing, and QA/QC to support efficient and accurate delivery.
  • Coordinate with survey staff and internal teams to ensure proper horizontal and vertical control of utility data.
  • Develop internal SOPs, templates, checklists, and workflows for SUE services.
  • Train and mentor staff involved in utility locating, designation, and vacuum excavation.
Requirements
  • 10+ years of progressively responsible experience in SUE, utility locating, or related subsurface utility work.
  • Experience with Level B utility designation and Level A test hole investigations.
  • Demonstrated business development experience, including client pursuit, proposal writing, relationship building, or market growth.
  • Working knowledge of ASCE 38-22 and SUE quality levels D through

  • Hands‑on experience with EM locating equipment and GPR interpretation.
  • Experience with vacuum excavation operations and utility exposure documentation.
  • Strong understanding of utility records research, field verification, and deliverable preparation.
  • Proven ability to manage multiple projects, field crews, and client relationships simultaneously.
  • Strong communication, organization, and problem‑solving skills.
  • Ability to work in the office and in active field environments.
  • Valid driver’s license and willingness to travel to project sites as needed.
  • Proficiency with CAD, survey coordination, or GIS workflows.
