CONCRETE FIELD OPERATIONS AND RESEARCH ENGINEER –
Job SummaryThis position leads the Florida Department of Transportation’s prestressed and precast concrete program by supervising field operations staff, coordinating inspections, conducting forensic analysis of concrete failures, identifying and prioritizing research needs, and managing research projects. The role also develops and maintains specifications, serves as the liaison with the precast concrete industry, and provides technical support to address concrete‑related issues.
Responsibilities- Supervise employees, communicating, motivating, training, evaluating, and directing work activities.
- Develop work plans for Field Operation projects and manage resources to ensure timely completion.
- Plan and coordinate inspections of prestressed and precast concrete materials in the field and during fabrication, construction, maintenance, or design.
- Perform forensic analysis of failures, determine root causes, provide feedback, propose solutions, and deliver technical assistance as needed.
- Document and report findings.
- Provide technical support and expertise on related issues, develop and deploy policies, specifications, and procedures.
- Coordinate activities with other offices to ensure consistent direction to programs.
- Assist District Materials personnel with concrete pavement‑related operations.
- Identify and prioritize research needs; plan and execute in‑house research; develop scopes, establish research panels, review proposals, approve deliverables and invoices.
- Ensure research schedule and funding are managed in accordance with contract documents.
- Implement research findings and facilitate statewide and national industry initiatives.
- Develop, revise, and maintain department specifications, procedures, manuals, and related documents.
- Draft and submit documents, address comments and concerns, and monitor implementation of new/revised initiatives.
- Review quality control plans, construction plans, specifications, procedures, and other documents, providing clear comments and technical solutions when needed.
- Knowledge of prestressed and precast concrete concepts, terminology, principles, and analytical techniques.
- Knowledge of engineering design, construction, production, and/or operations.
- Conflict resolution, negotiation, and team‑building skills.
- Proficient in computer applications including word processing, spreadsheets, and databases.
- Use engineering tools, equipment, and instruments.
- Analyze and interpret engineering data.
- Plan, design, evaluate, and investigate engineering works and systems.
- Monitor and inspect engineering projects.
- Solve engineering problems.
- Plan, organize, and coordinate work assignments.
- Establish and maintain effective working relationships.
- Supervise employees.
- Registration as a Professional Engineer in Florida (Chapter 471, Florida Statutes) or the ability to obtain registration by endorsement within one year of appointment.
