Overview

Provides system-wide leadership to advance the strategic vision, performance optimization, and enterprise alignment of the UF Health Transfer Center across all UF Health hospitals, campuses, and affiliated care sites.

In partnership with the Administrative Director, this role supports long-range strategic planning, system integration, executive reporting, and performance optimization of patient access, transfer operations, and capacity management.

Serves as a forward-facing leader to hospital and health system executives, physician leaders, service line administrators, and external referral partners to ensure that transfer operations align with organizational growth strategy, access priorities, quality standards, and regulatory compliance.

This position focuses on enterprise design, data-driven strategy, executive engagement, and continuous improvement in addition to direct day-to-day staffing and operational management of the center.

Responsibilities System-Level Strategic Planning & Executive Partnership
  • Partners with the Administrative Director to develop and execute the strategic roadmap for the UF Health Transfer Center across all facilities.
  • Aligns transfer center strategy with system growth priorities, service line development, and market expansion initiatives.
  • Serves as liaison to hospital CEOs, COOs, CNOs, CMOs, and clinical leaders regarding access, capacity, and referral optimization.
  • Participates in executive committees and system forums representing Transfer Center strategy.
  • Supports development of enterprise-wide policies and governance structures for patient placement and transfer standards.
Enterprise Capacity & Access Strategy
  • Designs and evaluates system-wide models for patient placement, bed utilization, and level-of-care alignment across all UF Health facilities.
  • Supports standardization of transfer workflows across campuses to ensure consistency, compliance, and scalability.
  • Identifies opportunities to optimize inter-facility transfers and balance load across the health system.
  • Partners with system capacity command center, throughput leaders, and clinical operations executives to reduce access barriers and improve patient flow.
  • Translates data into strategic recommendations for:
    • Service line expansion
    • Market penetration
    • Capacity reallocation
    • Throughput optimization
  • Supports annual strategic planning cycles with forecasting and modeling.
  • Benchmarks system performance against peer academic and regional health systems.
Referral Network & Market Development
  • Maintains enterprise view of referral relationships across all UF Health facilities.
  • Identifies strategic referral growth opportunities aligned with system priorities.
  • Engages directly with external hospital executives and physician leaders to strengthen referral partnerships.
  • Partners with legal and managed care teams regarding transfer agreements and market positioning.
Regulatory & Risk Oversight (Strategic Level)
  • Serves as subject matter expert on EMTALA and access-to-care regulations at the system level.
  • Supports executive leadership in regulatory readiness and compliance review.
  • Ensures policies and enterprise processes support regulatory integrity across facilities.
Leadership & Organizational Influence
  • Provides leadership support and guidance to operational Transfer Center managers.
  • Develops leadership succession planning and competency models for Transfer Center roles.
  • Influences cross-functional teams without direct authority to achieve enterprise goals.
  • Represents the Transfer Center in system transformation initiatives.
Qualifications

Minimum Requirements Education

Master’s degree in Nursing, Healthcare Administration, Business Administration, or related field required.

Experience
  • Minimum 5 years progressive leadership experience in hospital operations, patient throughput, transfer center operations, or system capacity management.
  • Demonstrated experience working with senior hospital or health system executives.
License/Certifications (if applicable)
  • Current RN License in the State of Florida.
