Purchases supplies, equipment, and services. Supervises the Warehouse Inventory Specialist and supervises the warehouse inventory for the Department of Water Resources.
Purchases supplies, equipment, and services for the Department of Water Resources. Prepares requests for bids and proposals including all documentation and supporting schedules; contacts vendors and evaluates bids; prepares request for purchase orders and submits to Finance; prepares contracts between City and vendors for execution; ensures compliance with laws, City purchasing guidelines, procedures, and ordinances.
Supervises the Department of Water Resource’s warehouse and approves leave time, prepares and performs employee evaluations, and other disciplinary actions.
Responsibilities- Responsible for storage and maintenance of all inventory purchased for the warehouse.
- Purchases, manages, and stores all City owned materials for ongoing City construction projects.
- Ensures vendor applications and records are up to date for each vendor to maintain active vendor status with the City.
- Assists various Water Resource’s staff with purchasing needs and procedures.
- Work with auditors during fiscal year-end inventory and provide all necessary documentation to auditors.
- Expedites purchasing for emergency and rush purchases.
- Bachelor's degree in Business Administration or related field.
- Three years purchasing experience.
- Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
- Valid Class C Driver’s License and a satisfactory Motor Vehicle Record (MVR) desirable.
- Certified Public Purchasing Buyer or Certified Purchasing Manager desirable.
- Forklift certification required within six months of employment.
- Underground storage tank (UST) certification required within six months of employment.
Skills and Abilities
- Knowledge of state purchasing laws, rules and regulations for the State of Georgia.
- Knowledge of governmental purchasing and bid procedures and ethical constraints.
- Knowledge of computerized maintenance management system (CMMS).
- Knowledge of Microsoft office products.
- Knowledge of computerized financial software.
- Supervisory experience is necessary.
- Ability to establish and maintain effective working relationships with public sector officials and private sector vendors.
- Ability to communicate clearly and effectively, both orally and in writing.
Ability to interpret and apply established rules, regulations, policies and procedures.
Maximum of 15% incentive pay.
