Responsibilities

  • Administer and enforce a centralized purchasing program for procurement of supplies, fleet, equipment, and services by the Department of Water Resources; monitor and oversee the department’s warehouse inventory; ensure compliance with city policy and procedures as it relates to purchases while coordinating with the Finance & Administration Division Manager; supervise and oversee purchasing and warehouse personnel.
  • Manage the procurement process for supplies, fleet, equipment, and services, ensuring compliance with laws, city purchasing policies, procedures, and ordinances.
  • Identify potential new vendors or suppliers to secure cost‑effective sources of goods and services; maintain up‑to‑date vendor applications and records to keep vendor status active; monitor vendor performance to ensure quality of service.
  • Direct supervisors in the management of warehouse personnel interviews, make hiring decisions, approve leave time, prepare and perform employee evaluations, and take disciplinary actions as necessary.
  • Oversee the preparation of request for bids and proposals as required by law, including all documentation and supporting schedules; contact vendors, evaluate bids, and approve purchasing recommendations made by staff; submit recommendations to the City Finance Department for purchase order issuance.
  • Review and approve specifications prepared by purchasing staff, including terms and conditions, prior to release to vendors for bidding.
  • Prepare contracts between the city and vendors for execution in accordance with city policy and procedures and ordinances.
  • Review outstanding purchase orders and work with departments to ensure accuracy and timely payment.
  • Advise departments concerning purchase of supplies and equipment and designate appropriate account codes on purchase requisitions.
  • Purchase tags for all Water Resources vehicles.
  • Coordinate the sale of scrap metal while ensuring the city’s scrap metal policy is followed.
  • Prepare the budget for the purchasing and warehouse group; process accounts payable for the purchasing and warehouse group.
  • Keep up with developing technologies, recommend changes to management, and implement new technologies.
  • Perform other related duties as required.
Education and Experience
  • Bachelor’s Degree in Business Administration, or a related field.
  • Three years of professional purchasing experience; governmental experience preferred.
  • Any equivalent combination of education and experience that provides the minimum qualifications stated above.
Licenses and Certifications
  • Certified Public Purchasing Buyer or Certified Purchasing Manager desired.
  • Valid Class C Driver’s License and satisfactory motor vehicle record (MVR).
Knowledge, Skills, and Abilities
  • Knowledge of purchasing laws, rules and regulations for the State of Georgia.
  • Knowledge of governmental purchasing and bid procedures and ethical constraints.
  • Knowledge of government budgeting and accounting procedures.
  • Intermediate knowledge of Microsoft Office products.
  • Knowledge of Computerized Maintenance Management System (CMMS).
  • Knowledge of computerized financial software.
  • Knowledge of water and sewer systems desirable.
  • Supervisory experience required.
  • Ability to plan and direct the work of subordinate employees.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with local government officials and private sector contractors and vendors.
  • Maximum of 15% incentive pay.
