Description

Perform responsible and supervisory work in the operation and quality control of the NSBU’s Class A water reclamation plant. An employee in this class is responsible for the training and supervision of wastewater treatment plant operating personnel engaged in the treatment of wastewater.

Manages a division or divisional sub-function.

This position is not on call.

DUTIES & RESPONSIBILITIES
  • Maintains, plans, organizes and directs the uninterrupted flow and proper operation of the Water Reclamation Plant, including all phases of the treatment process and all remote facilities, within permit parameters satisfying regulatory agencies.
  • Operational & Administrative Management of Wastewater Plant Operators. Conducts an in-plant training program for operators. Schedules, tracks and supervises Wastewater Plant Operator shifts and submits payroll compensation in payroll management software.
  • Developing and implementation of treatment plant policies and procedures, including maintenance and safety matters. Ensures all policies and procedures are enforced, updated and created, as needed.
  • Conducts fair and honest performance appraisals, identifies and manages employee development needs, and establishes and maintains a positive and productive working environment.
  • Responsible for understanding and following Collective Bargaining Agreement, including making any necessary or required discipline actions.
  • Reviews operation data of the Water Reclamation Plant and uses this information to control the treatment process, prepare reports and, if required, make process modifications.
  • Files all reports required for compliance, including state, county, and federal agencies. This also includes any reports required for NSBU Management.
  • Supervises Wastewater Operators in sampling for and reporting the results of chemical, biological, and bacteriological analyses; calibrates process equipment.
  • Prepare, monitor and execute O&M and capital budgets, utilize asset management tools and develop & implement initiatives supporting improvements to the treatment process. Maintains the inventory of treatment chemicals; reports any plant equipment in need of maintenance or repairs.
  • Serves as a plant tour guide for students and other visitors. Investigates and responds to complaints from the public.
Job Requirements EDUCATION

High School Diploma/GED required. Bachelor’s Degree in Chemistry, Biology, Environmental Science, Microbiology, or a related field preferred.

EXPERIENCE

5+ years industry experience and 5+ years supervisory experience required.

LICENSES

Florida Driver’s License Class E required. Florida Department of Environmental Protection Class A Wastewater Treatment Plant Operator’s license required.

PHYSICAL DEMANDS

While performing the duties of this position, the employee is regularly required to sit. The employee is occasionally required to stand; walk; climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds. The employee is frequently exposed to wet and/or humid conditions; moving mechanic parts; fumes or airborne particles; toxic or caustic chemicals;

and outside weather conditions; and may occasionally be exposed to high, precarious places.

WORK ENVIRONMENT

This position is part of New Smyrna Beach Utilities Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined in the Human Resources Manual or Collective Bargaining Agreement. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by NSBU’s Emergency Incident Commander or individuals designated by the General Manager/CEO to assign such functions may result in disciplinary action up to and including termination.
