JOB SUMMARY:

The County Engineer serves as the Division Director and leads professional and technical engineering staff responsible for the planning, design, construction and maintenance of stormwater infrastructure, sewer, and community development engineering functions. The position provides expert guidance on engineering regulations, development procedures, and code compliance to ensure that all county projects and private development activities meet local, state, and federal requirements.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Oversees engineering studies, surveys, and designs with a primary focus on stormwater systems, sewer infrastructure, and major public works projects, while supporting roadway, and general civil engineering initiatives as needed.

Reviews plans, engineering reports, and construction projects for full compliance with codes, laws, and technical specifications; prepares project specifications, estimates, and documentation.

Assigns and participates in engineering studies, location surveys, preliminary and final designs; assists in developing engineering proposals and designs.

Reviews plans and inspects projects to ensure conformance to legal requirements and plan specifications; prepares public works project specifications, plans, estimates, and reports; evaluates equipment requirements and makes recommendations.

Manages special projects, programs, and capital improvement initiatives related to stormwater, sewer, and public works infrastructure as assigned.

Monitors and coordinates right-of-way acquisitions; meets with property owners and negotiates purchase to obtain property for public works projects.

Interviews, makes hiring recommendations, plans and assigns work, reviews, and evaluates performance of subordinates; provides technical guidance as needed.

Develops, implements, and monitors policies, procedures, and protocols for assignments; interprets, explains and implements local, state, and federal laws, codes, and regulations; conducts staff meetings; and provides information, updates, and coordination of work activities.

Formulates and implements administrative and technical policies and procedures for the Engineering Department; ensures engineering records and files comply with legal requirements.

Develops and administers annual budget; monitors approved expenditures.

Meets with others concerning stormwater issues and complaints and resolves problems, consults with Federal, State, and Local laws and regulations regarding engineering projects and concerns.

Attends and participates in public meetings; advises, informs, and responds to citizens; serves as technical expert at board meetings and provides supportive data on engineering issues.

Represents the division and the department on various committees, meetings, and public hearings; attends and participates in meetings and forums; and answers questions and provides information regarding division activities and plans.

Performs other relevant work as assigned.

Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor's degree in civil engineering or related field and seven years of progressively responsible civil engineering experience of which at least five years' experience is in a supervisory capacity or any equivalent combination of education or experience to meet the above stated requirements.

Previous public-sector experience is strongly preferred, especially in areas of stormwater, sewer utilities, public works, or municipal development review.

Licenses and Certifications:

State of Georgia Certified Professional Engineer (PE) or a PE license in a reciprocity state.

Valid Class I Driver's License and a satisfactory Motor Vehicle Record (MVR).

Extensive knowledge of civil engineering principles related to stormwater management, sewer systems, land development, and major public works projects.

Strong expertise in reviewing and enforcing engineering codes, laws, ordinances, permits, and development standards.

Knowledge of theories, principles, and practices of civil engineering as applied to major public works projects.

Ability to interpret complex plans, specifications, contracts, and technical engineering reports with a high degree of accuracy.

Ability to plan, organize, and administer an engineering program, including supervising and evaluating professional and technical staff.

Ability to establish and maintain effective working relationships with Federal, State, and Local officials, contractors, developers, employees, and the public.

Ability to communicate effectively both orally and in writing.
