Position

Summary

The Senior Project Manager – Water/Wastewater serves as a senior leader within Carroll Daniel, responsible for the overall direction, execution, and financial performance of multiple water and wastewater infrastructure projects. This role provides leadership across planning, design, and construction phases, ensuring successful delivery of complex municipal and industrial projects including treatment facilities, pumping systems, and distribution/collection networks.

This position combines technical expertise, project delivery leadership, and client relationship management, serving as a trusted advisor to clients while driving projects to meet or exceed expectations for cost, schedule, quality, and safety. The Senior Project Manager also plays a key role in business development, staff mentorship, and strategic growth of Carroll Daniel’s water/wastewater market.

Project Leadership & Delivery
  • Provide overall leadership and management of multiple concurrent water/wastewater projects of varying size and complexity.
  • Serve as the primary point of contact for clients, ensuring successful project delivery and long‑term relationship development.
  • Lead projects through all phases including planning, design, procurement, construction, and commissioning.
  • Ensure projects are delivered on schedule, within budget, and in accordance with contract requirements and quality standards.
  • Provide oversight of design integration across civil, structural, mechanical, electrical, and process disciplines.
  • Apply advanced technical knowledge to support decision‑making, risk mitigation, and problem resolution.
Water / Wastewater Technical Oversight
  • Oversee projects involving:
    • Water and wastewater treatment plants
    • Pumping stations and storage facilities
    • Collection and distribution systems
    • Stormwater and water reuse systems
  • Guide technical execution including:
    • Treatment process selection, evaluation, and optimization
    • Hydraulic calculations and system sizing
    • Development and review of technical memoranda and design documents
    • Coordination of interdisciplinary engineering design efforts
    • Engineering services during construction and commissioning
  • Ensure compliance with regulatory requirements (EPA, EPD, local authorities) and industry standards.
Project Financial Responsibilities
  • Create and manage project budgets and help coordinate the development of GMPs or Lump Sum proposals.
  • Understand the requirements of owner contracts, including bonds, fees, notifications, schedules, reporting, and costs.
  • Develop and complete monthly Projected Final Cost Reports (CMIC) on time.
  • Manage the risk on each project which includes ensuring all contracts, insurance, NOC, NTC, and pre‑qualification of subcontractors are in compliance with CDCC Way.
Preconstruction Services
  • Collaborate with Preconstruction to prepare, review, and monitor information and reports related to all costs involved in developing the project budget, including General Conditions, contingencies, etc.
