About the Role

The Vice President of Compliance provides strategic leadership and hands‑on operational oversight for our Affordable Housing compliance program across LIHTC, HUD Project‑Based Section 8, HOME, Bond, and other layered funding programs. Reporting to the Senior Vice President of Compliance, you will shape compliance strategy, enable portfolio growth, and drive operational excellence while serving as a trusted partner to owners, investors, regulators, and internal teams.

You’ll Do
  • Provide leadership, direction, and mentorship to compliance managers and staff; build a high‑performing, engaged team through coaching and professional development.
  • Own the roadmap for compliance initiatives and system/reporting enhancements; define success metrics, lead change management, and measure benefits realization.
  • Interpret and apply HUD regulations, the IRS 8823 Guide, and HUD 4350.3; codify guidance into policies, SOPs, and internal controls with documented rationale and decision logs.
  • Oversee all household certification operations including move‑ins, annual and interim recertifications, terminations, rent changes, and QC/first‑pass file review.
  • Direct internal audits, file reviews, and pre‑occupancy approvals across LIHTC, HUD, HOME, Bond, and other programs to achieve audit‑ready compliance.
  • Build and maintain strong relationships with investors, regulatory agencies, clients, and ownership partners through proactive briefings and timely responses.
  • Deliver enterprise training and job aids to drive consistent execution of compliance standards across departments.
  • Lead responses to internal and external audits with root‑cause analysis and corrective/preventive action plans; track and prevent recurrence.
  • Oversee preparation and submission of all required regulatory reporting, including state LIHTC reporting, ensuring accuracy and on‑time delivery.
  • Manage or review HUD‑related submissions, including:
    • HAP vouchers
    • OCAF adjustments
    • Budget‑based rent increases
    • Management agent renewals
    • NSPIRE and MOR inspection readiness and follow‑up
    • Resident Service Coordinator grant submissions
  • Ensure compliance of waitlists and EIV systems with federal and state requirements.
  • Support acquisition and transition efforts; participate in due diligence calls and produce concise compliance risk assessments with mitigation plans.
  • Provide exceptional customer service in all interactions with residents, team members, ownership partners, investors, and regulators.
  • Maintain current knowledge of all affordable housing compliance programs within the portfolio; perform additional duties as assigned.

  • Transaction risk assessment: Concise memos, layered‑program risk identification, pre‑close mitigations.
  • Root‑cause leadership: Structured problem‑solving, preventive/detective controls, recurrence tracking.
  • Foundations: Ethics and governance, executive communication, planning and prioritization, technology and data proficiency, change leadership, and sound judgment under ambiguity.
