This position functions as the Director of the Division of Community Health Services at the Frederick County Health Department (FCHD) under the direction of the Health Officer and Deputy Health Officer.

Main Purpose of JobThis position will provide executive level management to all Community Health Service Division programs including Maternal and Child Health, Communicable Disease Prevention and Control, Cancer and Chronic Disease Prevention to ensure: 1.) strategic leadership by expanding traditional nursing services toward population health, policy advocacy, and addressing health inequities, which includes coordinating multi-sector responses to community health challenges;
2) cross-sector partnerships by bringing together care providers, governmental agencies, and community-based organizations to collaboratively address upstream determinants of health;
3) data-driven interventions by leveraging organizational service-generated data, community voice, and other local data to identify health priorities, guide design of interventions, and assess the impact of interventions; and,
4) building of community capacity within and outside of the FCHD to address system-level and upstream factors impacting opportunities for optimal health and wellness.
Qualified candidates must possess a Master's degree from an accredited college or university in Nursing or related field and four years of experience as a community health nurse in an administrative, supervisory, consultative or teaching capacity OR two years experience as a community health nurse and three years of experience in an administrative, supervisory, consultative or teaching capacity as a registered nurse.
A Bachelor's degree from an accredited college or university in Nursing or related field and five years of experience as a community health nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education and experience.
Desired OrPreferred Qualifications
- Experience working in the public health field
- Experience with budget preparation, policy development, organization, scheduling and conducting multiple competing priorities
- Minimum of 2 years nursing administration experience, including managing and supervising staff, overseeing schedules, implementing, and monitoring quality standards
- Experience with performance management processes in the healthcare setting
- Excellent communication skills (verbal and written)
- Experience analyzing data
