Please Note—The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $83,556 – $130,232, based on the candidate’s qualifications and experience.

WHO WE ARE LOOKING FOR
  • You have knowledge of engineering and construction utilizing industry standards, technical specifications, contract subject matter principles, regulations and procedures.
  • You have knowledge and skill in using computer and automated office technology such as Microsoft Office products (Word, Excel, Outlook, PowerPoint, Office 365, SharePoint) and Portable Document Format (PDF) software such as Bluebeam Revu or Adobe Reader/Writer.

  • You have experience in constructing roads, bridges, sidewalks, culverts, and storm drain systems in accordance with specifications and regulations.
Duties
  • Providing comprehensive engineering plan reviews including constructability and sequence of construction reviews.
  • Checking and verifying contract quantities and cost estimates.
  • Drafting construction contract documents—including Invitation for Bids (IFB) and Request for Proposals (RFP)—for transportation facilities in the Division’s Capital Improvement Program (CIP) delivered through various project delivery systems such as design‑bid‑build, design‑build, and Construction Manager at Risk (CMAR). The successful candidate will also prepare scope of services, contract amendments, and other documents for the selection and contracting of construction services and for required modifications to existing construction contracts.
  • Coordinating and conducting meetings with consultants, contractors, federal, state, local, and other County agencies, and/or utility companies on program requirements, contract documents, schedule, budget, laws, and regulations.
  • Preparing and distributing meeting minutes.
  • Assisting or leading the effort to acquire or renew construction permits.
  • Training and mentoring others as needed.
Minimum Qualifications
  • Experience:

    Three (3) years of experience in an engineering field appropriate to construction or transportation.
  • Education:

    Graduation from an accredited college or university with a Bachelor’s Degree in civil engineering, construction management, or a related discipline appropriate to the assigned position. Registration as a Professional Engineer may substitute for the degree.
  • Equivalency:
    An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.
  • License:
    Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant’s state of residence.
Preferred Criteria / Interview Preferences
  • Contract development and administration.
  • Knowledge and application of Federal, State and County procurement regulations.
  • Knowledge and application of applicable Federal, State and/or County transportation codes, regulations and procedures.
  • Review of plans and supporting documentation for construction of roadways, sidewalks, bikeways, retaining walls, bridges, and culverts.
  • Constructability reviews of various transportation infrastructure projects.
  • Application of engineering principles, practices, policies and techniques for construction and maintenance of transportation-related structures.
  • Excellent oral and written communication.
