Introduction
Leidos is seeking a Systems Engineer to serve as Concurrent Engineering Lead for a dynamic team developing an air traffic control and management system for the FAA's Terminal Flight Data Manager (TFDM) program. The system improves aircraft runway and terminal congestion by providing comprehensive integrated surface traffic control and management.
TFDM Functions- Surface Collaborative Decision Making (SCDM), departure scheduler, and other airport decision tools
- Electronic Flight Data (EFD)
- Enhanced Air Traffic Control Tower (ATCT) Traffic Flow Management System (TFMS)
- Replacement or integration of multiple systems in the National Airspace System (NAS)
- Data sharing among controllers, aircraft operators, and airports to stage arrivals and departures and manage traffic flow within terminal airspace
- Shared real‑time picture of traffic volume and airport resources across ground and air operations
- Modernize air traffic control tower equipment by improving exchange of electronic flight data and implementing electronic flight strips
- Streamline departure schedule sequencing to improve surface efficiency
- Improve collaboration and decision‑making capabilities between gate and tower
- Lead the TFDM engineering team on SIG/CRs, change request implementation, and site deployment activities
- Drive technical teams and ensure complex TFDM system solutions align with mission and contractual requirements
- Assist with program planning, resource management, schedule, budget, quality, and specification goals
- Manage and monitor schedules, timelines, and milestones from initiation to delivery
- Coordinate across TFDM product teams and functional areas to assign and prioritize tasks for on‑time completion
- Develop and deliver progress reports and present to internal/external engineering management and program management
- Identify and assess dependencies and issues and recommend solutions to meet productivity, quality, and customer satisfaction goals
- Review quality of deliverables and work products across the team
- Serve as technical interface with the FAA customer for requirement and design queries
- Perform hands‑on Systems Engineering work as needed
- Provide on‑site transition support at TFDM sites
- Demonstrated leadership abilities with strong Systems Engineering technical skills
- Experience gathering user requirements and converting them into system requirements on complex projects
- Proven support of highly critical customer missions
- Excellent verbal and written communication skills, with experience working directly with customers, and interfacing with other functional areas (e.g., Software, Hardware)
- Ability to work effectively in a team environment
- Strong analytical and problem‑solving skills
- Bachelor’s degree and 8–12 years of related experience, or Master’s with 6–10 years, or Doctorate in a technical domain
- Familiarity with National Airspace and FAA Air Traffic control programs
- Experience in Technical Interchange and Working Group meetings with customers
- Experience with IBM Doors and IBM Rhapsody
- Familiarity with SysML and systems‑engineering modeling and design approach
- Familiarity with Atlassian Tool Suite and JIRA
