The Prince George's County Government Office of Homeland Security (OHS)/ Emergency Management (OEM) is currently seeking qualified applicants to fill a permanent full-time Manager, Preparedness, Outreach and Education (Planner V) position, grade G29, within its Emergency Management Division.

About the Position

This incumbent provides key management, administrative, and technical responsibilities in support of the Deputy Director, OHS/EM. The positions requires knowledge of emergency management principles and practices, development of emergency plans, related preparedness activities, organization of community outreach activities, and supervision of the various personnel assigned to the division. This position coordinates with other program areas to achieve objectives and support overall divisional programs.

Work is performed in accordance with Agency/County rules, regulations and procedures, and performance is evaluated in terms of production, timeliness, and the completion of assignments. This position is considered essential.

About the Agency

The Office of Homeland Security (OHS) was developed as a result of legislation passed in 2003. This new agency incorporated critical emergency response entities that were previously part of other agencies. Public Safety Communications (PSC), which included all County 9-1-1, emergency dispatch and radio system support, had been part of the Office of Information Technology and Communications (OITC). The Emergency Management Division (EM) was within the Fire/EMS Department.

EM and PSC were combined under the leadership of the Deputy Chief Administrative Officer for Public Safety/Director of Homeland Security, forming the Office of Homeland Security. The legislation and resulting changes to the Charter, spelled out the separate and distinct missions assigned to EM and PSC.

  • Manages the development, implementation, and coordination of the County's Emergency Preparedness Plans and events;
  • Validates Emergency Operations Plans (EOP) andother identified plans by establishing and assessing program outcomes;
  • Participates in emergency management planning review with internal and external stakeholders;
  • Researches, collectsdata, data analysis, and statistical reports;
  • Develops methodology and report formats pertaining to a variety of Emergency Management projects requiring the application of sound research and public relations principles;
  • Directs emergency preparedness initiatives in the community through liaison activities, preparedness presentations, webinars, articles, and social media;
  • Provides guidance to the Citizen Corps Council members (where applicable), Community Emergency Response Team members, and other organizations to leverage resources and encourage collaboration among the members;
  • Conducts public presentations;
  • Collaborates with the Outreach and Disability Liaison in preparedness involving access and functional needs community resources;
  • Oversees the planning, development, and implementation of all marketing, communications, education, and public relations activities associated with the recruitment, training and coordination of the emergency management volunteerism and community outreach programs;
  • Establishes partnerships with agencies and organizations;
  • Conducts analysis and develops guidelines, plans and recommendations designed to mitigate the lasting impactsof disaster events in the County;
  • Provides support for effective preparedness, mitigation, and recovery of emergency/disaster related events;
  • Provides direction and input to strategic planning for organizational growth;
  • Staffs the Emergency Operations Center (EOC) during planned and unplanned events;
  • Coordinates various components (transportation, training exercises, logistical equipment etc.) to provide internal and external stakeholders with the necessary resources during an emergency and/or recovery event to do core response;
  • Serves as a resource of the Citizen Support Unit (CSU) as an on-call duty officer.
Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

  • Master's degree in business or public administration, urban and regional planning, environmental studies, economics, energy policy, urban studies, housing and community development, public health or closely related field
  • Minimum of four (4) years of responsible professional planning/program development experience in the area of assignment/emergency management to include at least two (2) years of supervisory experience
