Agile Development Team Manager

Overview

Leidos is seeking Agile Development Team Managers to join the Air Traffic Business Area within the Homeland Sector, supporting the transformation of next-generation flight service and air traffic management systems. This high-visibility effort supports the FAA’s mission to modernize critical aviation infrastructure through advanced cloud-based technologies, agile software delivery, and scalable digital solutions that enhance safety, resiliency, and operational efficiency across the National Airspace System.

This role aligns with FAA’s broader initiative to replace aging legacy flight service capabilities with modern, cloud-enabled platforms designed to improve safety and operational effectiveness, particularly in remote and high-dependency aviation environments.

• Lead and drive execution across agile teams consisting of Systems Engineers, Software Developers, and Testers to ensure successful sprint and release delivery.
• Collaborate across teams to resolve dependencies, remove blockers, and maintain alignment across a complex modernization environment.
• Monitor team performance, delivery metrics, program execution, and earned value to ensure successful outcomes and proactively address schedule or cost variances.
• Provide programmatic leadership and influence technical strategy, program execution, and delivery outcomes across a large-scale modernization initiative.
• Manage and guide Scaled Agile software development teams; supervise or lead teams or projects (2+ years).

• Bachelor’s degree in computer science, engineering, or equivalent experience with 5+ years of relevant experience, or Master’s with 3+ years.
• 2+ years of experience supervising or leading teams or projects.
• Experience with Agile methodology, principles, and tools; proven cross-functional agile team management/leadership experience; clear and effective verbal and written communication.
• Experience with the design of cloud-based systems; experience with cost tracking and EVM or EVM-light.
• U.S. Citizenship is required.

• Experience with Scaled Agile Framework (SAFe).
• Knowledge of Dev Sec Ops  practices and CI/CD pipelines.
• Knowledge of air traffic control systems, general aviation, and/or flight services.
• Practical knowledge of FAA/DoD systems, policies, standards, and orders.
• Experience supporting Flight Services or Air Traffic Management systems; experience engaging with FAA customers.
• Knowledge of AI-assisted initiatives that enhance agile team management.

Location options:
Gaithersburg, MD;
Eagan, MN; or Ashburn, VA. This position supports government programs and requires the ability to obtain and maintain a Public Trust Clearance.
