Position Summary

Pivot Path Solutions is seeking a highly qualified Senior Program Manager to serve as the IDIQ Program Manager and principal management lead for a program within the National Institute of Standards and Technology (NIST) agency. This is an on-site position in Gaithersburg, MD.

The Senior Program Manager will serve as the primary management interface with NIST and provide oversight of multiple concurrent firm-fixed-price task orders. This position is responsible for ensuring high-quality technical performance, effective staffing, timely deliverables, cost and schedule control, risk management, and customer satisfaction.

The ideal candidate has successfully managed complex federal technology or scientific programs involving multidisciplinary technical teams, multiple task orders, and Government-funded computer science or physical science initiatives.

Key Responsibilities
  • Serve as the primary program-management point of contact for NIST, Pivot Path leadership, subcontractors, and task-order teams.
  • Provide centralized oversight of all task orders issued under the IDIQ contract.
  • Manage technical performance, quality, staffing, schedules, deliverables, risks, and costs across concurrent firm-fixed-price task orders.
  • Establish clear roles, responsibilities, reporting relationships, communication procedures, and escalation paths.
  • Coordinate task-order planning, staffing, technical execution, quality assurance, and performance reporting.
  • Maintain accurate program and task-order records.
  • Track task-order deliverables using the Government-provided Redmine application and update status at least monthly or as required.
  • Conduct recurring program reviews covering progress, risks, staffing, quality, corrective actions, and upcoming milestones.
  • Ensure deliverables receive appropriate technical, quality, and contractual reviews before submission.
  • Monitor performance metrics and implement corrective actions when cost, schedule, quality, or technical risks arise.
  • Lead the recruitment, onboarding, retention, assignment, and replacement of qualified personnel.
  • Confirm that assigned personnel meet applicable education, experience, technical, and security requirements.
  • Manage subcontractor performance, workshare, communications, deliverables, and compliance.
  • Coordinate personnel security processing, system and facility access, and other NIST onboarding requirements.
  • Support NIST Associates Information System and authorized foreign-national processing when applicable.
  • Maintain productive relationships with Government program, contracting, and technical stakeholders.
  • Provide executive-level reporting to Pivot Path leadership regarding contract performance, staffing, financial status, risks, and customer satisfaction.
  • Oversee technical work involving information technology, database applications, scientific data, software engineering, standards, testing tools, reference implementations, analytics, and related services.
Required Qualifications

Candidates must meet one of the following education and experience combinations:

  • Ph.D. in Physical Sciences or Computer Science with at least eight years of experience in IT-related studies, technical management, or a combination of both; or
  • Master’s degree in Physical Sciences or Computer Science with at least 11 years of experience in IT-related studies, technical management, or a combination of both.

Candidates must also possess:

  • At least three years of experience managing Government-funded computer science or physical science-based programs.
  • Demonstrated experience managing multi-task contracts or programs of comparable technical complexity, contractual complexity, and magnitude.
  • Experience managing quality, cost, schedule, staffing, deliverables, risks, and customer relationships.
  • Experience leading multidisciplinary technical teams and coordinating multiple concurrent projects or task orders.
  • Strong written, verbal, organizational, analytical, and executive communication skills.
  • Ability to satisfy applicable federal background, security, facility-access, and system-access requirements.
