The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $83,556 to $134,086, based on the candidate’s qualifications and experience. The Montgomery County Fire and Rescue Service (MCFRS), an accredited agency, is an all-hazards life safety agency protecting about 500 square miles and over one million people who live and work in Maryland’s most populous jurisdiction.
MCFRS is a combination system (volunteer & career firefighters) in the suburban Washington, D.C. area. MCFRS responds annually to over 120,000 emergency calls for service and is staffed by nearly 2,700 emergency responders.
We’re looking for a leader who combines expertise in organizational development and change management with a strong foundation in diversity, equity, and inclusion. You’ll bring skills in inclusive facilitation, cultural competence, and bias mitigation, along with the ability to coach managers and build trust across all levels. This role also requires the ability to review and analyze policy language to ensure clarity, compliance, and alignment with our values.

The Manager of Organizational Development, Culture, and Inclusivity (ODCI) will support the MCFRS vision of being a learning organization — continuously striving to learn and improve our processes, looking inward and outward to ensure an inclusive and equitable workplace full of engaged members.
Responsibilities- Review, analyze, and evaluate all Departmental policies, procedures, processes, and actions from a lens of inclusivity and make recommendations to the Fire Chief.
- Develop and manage the Department’s Racial Equity and Social Justice Action Plan.
- Assist MCFRS Senior Management in designing and analyzing strategies focused on recruiting, engaging, and retaining a diverse workforce.
- Develop, manage and/or deliver training to internal stakeholders based on improving culture, inclusivity, and the Racial Equity and Social Justice Action Plan.
- Form, chair, manage and direct the activities of the Fire Chief’s Council.
- Serve as liaison to the Montgomery County Office of Racial Equity and Social Justice (ORESJ).
Experience: Thorough five (5) years professional experience in a program/specialization area directly related to the assignment of the position. Supervisory experience may be required, depending upon the position assignment.
Education: Graduation from an accredited college or university with a bachelor’s degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: If required by the position of assignment, possession and maintenance at all times of a valid Class “C” (or equivalent) driver’s license from the applicant's state of residence.
