PREP Research Associate

Research Fellow: AI and Community Resilience

Job Overview

The PREP Research Associate will support the National Institute of Standards and Technology (NIST) Professional Research Experience (PREP) program in a collaborative project titled “Cost-Effective Resource Allocation Strategies for Community Resilience.” The role focuses on applying advanced artificial intelligence techniques, including natural language processing (NLP) and large language models (LLMs), to enhance community resilience planning and economic impact assessments.

Goals and Approach

The researcher will engage in all steps of the research process—literature review, data collection, data analysis, report preparation, archival journal articles, and stakeholder communication—to develop methods that evaluate economic impacts of disruptive events while incorporating stakeholder perceptions and co‑benefit/cost valuation.

Responsibilities
  • Collaborate on data and methods to improve the measurement of economic impact for community resilience planning, using the performance metric of 'cost plus loss' minimization.
Objectives
  • Develop a framework for using NLP to analyze policy documents, public comments, and social media posts at the intersection of community resilience and climate change.
  • Identify key conceptions, preferences, and stakeholder‑perceived alternatives in public comments and social media data.
  • Quantify and understand uncertainty in NLP applications and provide verification and validation for the developed methods.
  • Develop replicable methods that complement existing community resilience economic methods for integrating, quantifying, curating, and communicating public comment features.
  • Evaluate how narratives influence the development and modification of public perceptions and frame BCA questions in the realm of community resilience planning.
Qualifications

US Citizenship is required for this position.
