Position: DGS STATIONARY ENGINEER

Location of Position

Office of Facilities Management, 29 St. Johns Street, Annapolis, MD 21401

Main Purpose of Job

The main purpose of this position is to operate the main power plant and auxiliary mechanical rooms in a State Office Complex to ensure proper quality temperature control of approximately twenty‑three buildings. The incumbent may be required to work various shifts, weekends, and/or holidays, as the power plant operates 24/7. This is an emergency essential position subject to emergency release procedures.

Employees must be willing and available for duty at all hours and remain or report for duty as needed to maintain continuous operation. A Pre‑Employment Physical will be required to assess the ability to perform the essential functions.

Position Duties
  • Safely operate and maintain central plant equipment, including boilers, chillers, pumps, and auxiliary systems.
  • Monitor and record equipment readings and respond appropriately to abnormal conditions.
  • Perform preventive and corrective maintenance to minimize downtime.
  • Read and interpret blueprints, schematics, and technical manuals.
  • Utilize computerized maintenance management systems (CMMS) and building automation systems.
  • Respond effectively to emergencies and support 24/7 facility operations.
  • Work independently while collaborating with maintenance staff, contractors, and building management.
  • Maintain compliance with OSHA, environmental, and State of Maryland safety regulations for a 24‑hour operation.
Minimum Qualifications
  • Education:

    Graduation from an accredited high school or possession of a State high school equivalency certificate.
  • Experience:

    Three years of experience as a Stationary Engineer 1st Grade.
  • Notes:
    Candidates may substitute up to four additional years of licensed first‑grade engineer experience on a year‑for‑year basis for the required education, or substitute U.S. Armed Forces military service experience as a non‑commissioned officer in applicable utility or maintenance specialties on a year‑for‑year basis for the required experience.
Selective Qualifications
  • Possession of a Maryland First Grade Stationary Engineer License.
  • Three years of experience operating and maintaining central plant equipment, including high‑pressure boilers, chillers, pumps, cooling towers, and associated mechanical systems.

Preferred Qualifications
  • Possession of a Maryland First Grade Stationary Engineer License with 5 or more years of central plant operations experience.
  • Experience operating and maintaining high‑pressure boilers, chillers, cooling towers, pumps, generators, and steam distribution systems in a large institutional, government, healthcare, or higher education facility.
  • Experience with Building Automation Systems (BAS), including Tridium Niagara, Metasys, or other automated building control systems.
  • Experience using Computerized Maintenance Management System (CMMS), such as eMaint, Maximo, or a similar platform.
  • Experience troubleshooting mechanical, electrical, HVAC, and plumbing systems while minimizing downtime to critical operations.
Licenses, Registrations and Certifications

Employees must possess and maintain a current license as a Stationary Engineer, 1st Grade from the State Board of Stationary Engineers.

Special Requirements
  • Safety:
    Ability to use and wear required personal protective equipment (PPE) and comply with OSHA, State of Maryland, and Department of General Services safety policies.
  • Communication:
    Ability to read technical manuals, maintain accurate operating logs, complete work orders, and communicate effectively with supervisors, coworkers, contractors, and building occupants.
  • Computer:
    Proficiency in using CMMS, BAS, and standard office software for documentation and reporting.
  • Certification Maintenance:
    Must maintain all required licenses and certifications in good standing as a condition of continued employment.
