The City of Galena Park, Texas is accepting applications for the position of City Secretary.
The City Secretary serves as the official custodian of the City's records and is responsible for maintaining the official proceedings of the City Commission, administering municipal records, coordinating elections, responding to public information matters, and performing the statutory duties assigned to the office under applicable law and the City Charter.
Essential Duties- Prepare and post agendas and notices for regular, special, and other meetings of the City Commission in accordance with the Texas Open Meetings Act.
- Attend meetings of the City Commission and prepare, maintain, and preserve accurate official minutes and records of proceedings.
- Maintain and safeguard official City records, including ordinances, resolutions, minutes, contracts, election records, and other permanent municipal documents.
- Serve as the City's records management officer and administer the City's records retention and disposition program in accordance with applicable state law.
- Receive, process, coordinate, and respond to requests for public information in accordance with the Texas Public Information Act.
- Track and comply with statutory deadlines associated with public information requests, including requests for rulings from the Texas Attorney General when required.
- Serve as the City's election official and coordinate municipal elections in accordance with the Texas Election Code and other applicable requirements.
- Prepare, certify, attest, and maintain official City documents.
- Maintain custody of the City seal and affix the seal to official documents as required.
- Administer oaths and perform other official certifications when authorized or required.
- Coordinate required legal notices, publications, postings, and filings.
- Maintain records relating to City Commission appointments, boards, commissions, and other official actions.
- Provide information and assistance regarding official City records and City Commission proceedings to elected officials, employees, and members of the public.
- Perform other duties specifically associated with or required of the Office of the City Secretary by the City Charter, ordinance, or applicable law.

Minimum Qualifications- High school diploma or GED required.
- Professional administrative, records-management, municipal government, legal, or closely related experience.
- Working knowledge of the Texas Open Meetings Act and its requirements concerning meeting notices, agendas, postings, and public meetings.
- Working knowledge of the Texas Public Information Act and its requirements concerning public information requests, statutory deadlines, records production, and requests for Attorney General rulings.
- Strong written and verbal communication skills.
- Excellent organizational skills and attention to detail.
- Ability to accurately prepare, maintain, and safeguard official governmental records.
- Ability to manage statutory deadlines associated with public meetings, public information requests, elections, records retention, and required filings.
- Proficiency with Microsoft Office and electronic document and records-management systems.
- Ability to maintain confidentiality and exercise sound professional judgment.
- Ability to communicate professionally and effectively with elected officials, employees, residents, attorneys, governmental agencies, and members of the public.
- Previous experience in a Texas municipal government or City Secretary's Office.
- Knowledge of the Texas Election Code and state records-retention requirements.
- Texas Registered Municipal Clerk certification, Certified Municipal Clerk certification, or progress toward municipal clerk certification.
- Experience preparing City Council or City Commission agendas and minutes.
- Experience processing Texas Public Information Act requests.
- Bilingual English/Spanish skills preferred.
