Senior Procurement Specialist

Responsibilities- Prepares and distributes complex and technical bid invitations or requests for proposal, including logistics, warehousing, kitting, and cutting and packaging requirements; receives, analyzes, and recommends approval of bids most advantageous to Rosendin.
- Processes difficult and unique purchasing transactions according to state laws, federal statutes, policies, and procedures established by Rosendin.
- Assists departments with specification development and drafts RFPs.
- Reviews, analyzes, and approves all purchases where award is not made to the low bidder to ensure justification exists and policy is followed; also approves purchases of a non‑competitive nature.
- Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of deficiency and take corrective action.
- Plans all aspects of purchasing from project award to closeout.
- Negotiate contracts and formulate policies with suppliers and professional service providers.
- Oversees execution of the purchasing buy‑out.
- Maintains records of goods ordered and received.
- Works with estimating management, design professionals and site management.
- Provides feedback to assist in analyzing market and delivery systems to assess present and future material availability.
- Enforces procurement policies and procedures to project team.
- Handles projections, financial planning, expediting, delivery schedules, and project purchasing reporting.
- Develops and reviews all procurement analytics, reporting and deliverables.
- Provides supervision to buyer/expeditor when necessary.
- Thorough knowledge of electrical equipment and construction materials.
- Working knowledge of procurement techniques, procedures, policies, and accounting.
- Excellent communication and interpersonal skills; must exhibit supervisory skills.
- Works independently with minimum supervision.
- Proficient in using a computer and Microsoft Office (Outlook, Word, Excel, etc.);
Oracle. - Prioritizes and manages multiple tasks, adapting to changing priorities as necessary.
- Works under time pressure and adapts to changing requirements with a positive attitude.
- Oral and written communication skills as required for the position.
- Self‑motivated, proactive, and an effective team player.
- Interacts effectively and professionally with all levels of employees, both management and staff, vendors, clients, and others.
- Bachelor’s degree in Accounting, Finance, Business Management or related discipline.
- Minimum 5 years electrical construction purchasing experience.
- Combination of education, training, and relevant experience.

- General work environment—sitting for long periods, standing, walking, typing, carrying, pushing, bending. Work is conducted primarily indoors with varying environmental conditions such as fluorescent lighting and air conditioning.
- Noise level is usually low to medium; it can be loud on the jobsite.
