LABORATORY ANALYST I/II - PUBLIC UTILITIES/WATER TREATMENT PLANT

PURPOSE OF POSITION:

The purpose of this position is to perform entry-level, semiskilled work in the operation and maintenance of the water treatment plant; does related work as required. Work is performed under regular supervision.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

1. Performs laboratory tests on drinking water samples and interprets results of laboratory analysis.

2. Collects, preserves, and disposes of laboratory samples following established guidelines, which will include the collection of samples both within the plant and in the field.

3. Reviews compiled analytical data for accuracy, submits reports to operational staff on a daily, weekly, monthly, and annual basis, enters analytical data into a database, and assists in preparation of water quality reports in accordance with State and Federal requirements.

4. Responsible for ensuring that all laboratory Quality Control/Quality Assurance (QA/QC) standards are met.

5. Assists in the development and implementation of water quality monitoring plans.

6. Ensures laboratory maintains the standards for laboratory certification by the Tennessee Department of Environment and Conservation.

7. Cleans and organizes laboratory facilities and equipment.

8. Inventories and orders laboratory chemicals and supplies.

9. Prepares and maintains various records related to laboratory activities, ensuring the accuracy and integrity of the data.

10. May be required to work overtime and/or be on call; and be able to respond to emergencies within a reasonable time.

11. Performs related tasks as required.

* Note:

Laboratory Analyst II level eligibility is attained by achieving the Class IV license. Duties and performance requirements at the Laboratory Analyst II level have greater expectations and responsibilities than those of the Laboratory Analyst I.

MINIMUM QUALIFICATIONS:

* A combination of education, training, and experience that would likely provide the required knowledge, skills, and abilities. Laboratory Analyst I - A minimum of a High School Diploma or GED equivalent, with two (2) years of recent work experience in a laboratory environment. Laboratory Analyst II - A bachelor's degree in chemistry, biology, environmental science, or related degree, with 3+ years recent work experience in a laboratory environment is preferred.

* Must have a valid, appropriate driver's license.

* Laboratory Analyst I - Must secure Grade II Water Distribution System Operator certificate issued by the State of Tennessee within 12 months of appointment.

* Laboratory Analyst II - Possession of a Grade II Water Distribution Operator certificate issued by the State of Tennessee. Must secure Grade IV Water Treatment Plant Operator certificate issued by the State of Tennessee within 12 months of appointment.

* Must retain certification throughout employment.

KNOWLEDGE, SKILLS AND ABILITIES:

* Knowledge of chemical and biological laboratory testing methods and principles.

* Knowledge of proper sample collection procedures and techniques.

* Knowledge of Quality Assurance/Quality Control (QA/QC) procedures.

* Knowledge of the occupational hazards of the work and of necessary safety precautions.

* Ability to understand and follow oral and written instructions.

* Ability to establish and maintain effective and professional working relationships with vendors, staff, and governmental officials.

* Ability to prepare and maintain accurate and concise records and reports.
