Summary
Deputy District Engineer to design and construct water, wastewater, and solid waste facilities for American Indian Tribes, oversee program operations, coordinate projects, and ensure data quality while complying with federal regulations. This role is eligible for the IHS Student Loan Repayment Program.
Responsibilities- Supervise and provide technical guidance to project engineers, technical and administrative staff.
- Select candidates for vacancies, promotions, details, and reassignments in alignment with skills, qualifications, mission requirements, and EEO and diversity objectives.
- Direct planning, design, and construction activities for community and individual water supply, wastewater, and solid waste facilities.
- Produce technical engineering designs, plans, specifications, and engineering studies and reports.
- Review, evaluate, and make recommendations to the District Engineer on design, construction practices, project summaries, memoranda of agreement, engineering plans, specifications, engineering studies, and final reports.
- Ensure overall data quality throughout the District in the Sanitation Tracking and Reporting System (STARS).
- Probationary period may be required upon selection.
- U.S. citizenship is required.
- Selective Service registration required for males born after 12/31/1959.
- Valid state driver's license; REAL .
- Compliance with IHS Employee Immunization Policy if duties require work in IHS healthcare facilities.
- No history of certain criminal convictions as required by Public Law 101‑630.
- Professional Engineer (PE) licensure required; license must be maintained during employment.
- Successful completion of an E‑Verify employment verification check.
- Valid bank account for direct deposit of salary.
- Completion of required federal background investigation.
- Bachelor’s degree in engineering from an ABET‑accredited program
- or a related curriculum with at least 60 semester hours and a year of professional engineering experience under supervision.
- Professional registration or licensure (EI, EIT, or PE)
- Demonstrated knowledge of civil/environmental engineering principles through FE exam or equivalent
- Experience in preparing design documents, construction drawings, technical specifications, procurement documents, and engineering reports for water supply and wastewater projects.
At least one (1) year of specialized experience at or above the next lower federal grade level in tasks such as:
- Providing technical advice to management and staff on community and individual water supply, wastewater, or solid waste facilities.
- Preparing design documents, construction drawings, technical specifications, and procurement documents.
- Preparing and reviewing engineering reports and cost estimates for funded projects.
And, for Selective positions, demonstrate possession of a Professional Engineering (PE) license issued by any U.S. State, the District of Columbia, Guam, or Puerto Rico.
