Position Overview

The Senior Acquisition Program Management Analyst provides comprehensive acquisition and program management support to an enterprise‑level infrastructure modernization program focused on accelerating installation network modernization, improving execution velocity, strengthening stakeholder coordination, and aligning modernization efforts with Planning, Programming, Budgeting, and Execution (PPBE) processes.

This role supports the full acquisition lifecycle of modernization efforts, ensuring alignment with cost, schedule, and performance objectives while enhancing reporting accuracy, scope integration, funding strategy synchronization, and enterprise‑level transparency.

Key Responsibilities Acquisition & Lifecycle Management
  • Apply DoD and Air Force acquisition policies and practices to support infrastructure modernization efforts from planning through execution and sustainment.
  • Support development, production, deployment, and transition planning activities.
  • Analyze program cost, schedule, and technical baselines to assess performance.
  • Identify risks, schedule pressures, and cost impacts; recommend viable mitigation strategies and alternative courses of action.
  • Support task order planning, execution tracking, and performance monitoring.
Strategic Planning & PPBE Integration
  • Support synchronization of modernization initiatives with PPBE cycles and enterprise funding strategies.
  • Analyze scope changes and assess impacts to funding, reporting requirements, and long‑range modernization objectives.
  • Assist in evaluating funding realignments, reprogramming actions, and execution adjustments.
  • Contribute to development of modernization roadmaps aligned to mission priorities.
Scope Alignment & Contract Integration
  • Support analysis of installation‑level requirements and alignment with enterprise modernization objectives.
  • Assist in evaluating scope additions, removals, and adjustments across multiple stakeholders.
  • Provide analytical support to ensure contract actions align with strategic modernization outcomes.
  • Assess impacts of scope adjustments on reporting, execution timelines, and stakeholder equities.
Data Governance & Process Modernization
  • Support efforts to improve structured data collection, intake processes, and reporting consistency.
  • Assist in transitioning from manual, document‑based workflows to standardized data‑driven processes.
  • Contribute to development of dashboards, performance metrics, and program visibility tools.
  • Support initiatives that enhance automation, improve data fidelity, and increase decision‑making speed.
Performance Analysis & Risk Management
  • Utilize qualitative and quantitative techniques to measure program effectiveness, efficiency, and productivity.
  • Conduct trend analysis of modernization efforts and assess execution health.
  • Support root cause analysis and integration of lessons learned into program improvements.
  • Monitor progress against modernization milestones and recommend corrective actions.
Reporting & Executive Support
  • Develop and support acquisition documentation and statutory/regulatory reports (e.g., DAES, MAR, internal performance reviews).
  • Prepare executive briefings detailing program status, risks, funding posture, and execution progress.
  • Support senior‑level reviews, milestone assessments, and management forums.
  • Provide clear, concise written and oral communication to leadership and stakeholders.
Required Qualifications
  • Comprehensive knowledge of DoD acquisition principles and program management practices.
  • Understanding of PPBE processes and funding alignment considerations.
  • Experience supporting large‑scale infrastructure, network modernization, or enterprise‑level programs.
  • Demonstrated ability to analyze cost, schedule, and performance metrics.
  • Experience preparing acquisition documentation and executive‑level briefings.
  • Strong analytical, organizational, and communication skills.
Qualifications
  • Experience supporting Air Force or DoD installation modernization initiatives.
  • Familiarity with contract integration, scope alignment, and task order execution.
  • Experience supporting congressional reporting or funding realignment processes.
  • Knowledge of data governance or process improvement methodologies.
