Recurrent Senior/Principal Emergency Management Dispatch Telecommunicator - Incident Communications, Onsite

Sandia National Laboratories is seeking a skilled Emergency Management Dispatch‑Telecommunicator to coordinate all‑hazards incident communications and emergency response activities. This role supports 24/7 emergency operations, incident management, and coordination with internal teams and external agencies during emergencies and disasters.

• Receive and triage emergency (9‑1‑1) and non‑emergency calls via a multi‑line phone system following protocols.
• Provide pre‑arrival EMS/EMD instructions and dispatch emergency resources using multi‑channel radio systems.
• Document and track service requests using CAD and other software systems.
• Operate mass notification systems to protect workforce and public, ensuring DOE, BNA, and NFPA compliance.
• Maintain logs and records for quality assurance, reporting, and event analysis.
• Monitor safety of Sandia employees on domestic and international travel.
• Track weather conditions and communicate safety messages to workforce.
• Collaborate with Agency Representatives and Duty Officers to declare emergencies, classify incidents, and notify jurisdictions.
• Serve as primary contact for security and safety incident reporting (SIMP, ES&H) on‑site and remote locations.
• Monitor facility control and fire alarm systems across Sandia sites; dispatch resources and notify personnel as needed.
• Manage EOC duty schedules and activate EOC during emergencies.
• Coordinate corporate notification and reporting programs for Sandia sites, including 3‑1‑1 services.
• Participate in drills, exercises, and training to maintain proficiency.
• Notify and activate partners with critical information to support decision‑making and safe operations.
• Work effectively in dynamic, high‑stress environments.
• Build and maintain relationships with internal and external emergency preparedness partners.
• Work on‑site on part‑time rotating 24/7/365 shifts, including nights, weekends, holidays, with possible overtime and shift differential.
• Gain knowledge of alarm monitoring procedures, federal/state emergency laws, DOE orders, and lab safety policies.
• Understand hazards and response procedures for fire, chemical, radiological, security, and natural disasters.
• Maintain required qualifications and certifications such as SNL Telecommunicator, EMD license, FEMA training, and CPR/AED.

• High school diploma plus three (3) or more years’ experience or equivalent combination of education and relevant experience.
• Must have a New Mexico Emergency Management Medical Dispatcher license.
• Experience in law enforcement, fire, rescue, security, medical dispatching, 311, or communications/dispatch center environments.
• Proficient with computer systems such as Microsoft Office Suite and other software used by emergency response organizations and communications centers.
• Ability to obtain and maintain a DOE Q‑level security clearance.

• Experience working with radio and notification communications systems, multiple monitoring computer consoles, data collection and recording systems, computer‑aided dispatch systems, and/or other emergency response and management support systems.
• Experience working within the National Incident Management System/Incident Command System with an Emergency Operations Center, Public Safety Agency, or emergency services organization.
• Completion of Federal Emergency Management Agency (FEMA) courses.
• Experience supporting incident management and coordination activities involving emergency response to fire, explosions, chemical, radiological, security, and/or natural disaster situations.
• Experience in procedure and training development.
• Associate’s or bachelor’s degree in emergency management, business studies, public safety, communications, occupational safety, or related field and (3) years of experience, or an equivalent combination of related training and experience; or working toward completion of same.
• Experience working in fast‑paced, multitasking work environments; with the ability to quickly adapt and prioritize multiple work tasks.
