Grant Accounting And Financial Reporting Manager
This position manages the Grant Accounting and Financial Reporting Division of the Office of County Auditor. The incumbent directs the grant accounting process, including all grant funds, capital projects, and ARP funding. Incumbent also directs accounting for capital assets, leases (including GASB 87 leases), and SBITA's (GASB 96). Incumbent oversees compliance and financial reporting of the County's federal, state, and private grants.
Incumbent ensures staff are well-trained and knowledgeable of their assigned grants and funds, reporting requirements, and of current laws and regulations regarding the County's grants. Incumbent maintains the chart of accounts and definitions for grants and projects, and reviews and approves all budget entries, journal entries, and customer invoices of the division. Incumbent assists in the preparation of the ACFR and prepares the annual Single Audit reports.
Incumbent reviews the County's monthly financial statements and provides analysis.
Duties and Responsibilities
- Manage grant accounting, grant compliance, and financial reporting, fixed assets, capital projects, leases (including GASB 84), and SBITA's (GASB 96)
- Ensure compliance with governmental accounting standards
- Ensure compliance with federal, state, and local governmental laws and regulations, and deadlines, for accounting and reporting
- Manage division planning and assignment of job duties
- Train staff and ensure the highest standards in professionalism, ethics, and the accounting profession
- Provide leadership in grant financial reporting and performing complex accounting tasks
- Review and approve budget entries, journal entries, and customer invoices
- Strict regulations and the need for accuracy contribute to the complexity of the position.
- Approve grant financial reports, as needed, to ensure accuracy and completeness for grant funds
- Consists of varied management, accounting, and supervisory duties.
- Ensure compliance with policies and procedures
- Research and recommend application of accounting standards, principles, and statutes
- Review and provide analysis for the County's monthly financial reports
- Contacts are typically with County staff, elected, and appointed officials, department heads, and vendors to provide service, give or exchange information, or to resolve problems
- Prepare assigned tasks for the Annual Comprehensive Financial Report (ACFR), and approve tasks assigned to the division for ACFR
- Prepare Single Audit reports
- Able to report regularly for work and be on time
- Performs related duties
Qualifications:
- Bachelor's degree in accounting or finance, 5+ years of experience in accounting or auditing, including 3+ years of proven management and administrative responsibility
- Certified Public Accountant or Certified Public Finance Officer license a plus
- Experience in governmental accounting, budget development, and grant accounting preferred
- Ability to plan, organize, direct, and coordinate the work of personnel, and meet deadlines
- Very organized and an excellent multitasker
- Skilled in writing and oral communications
- Must be able to analyze and develop solutions to problems
- Must be proficient in working with computer programs (MS Office)
- Experience in the County's financial system, Workday, a plus
- Skill in preparing clear and precise financial and statistical reports
- Must pass a Criminal Background check, possess a valid Texas Driver's License, and be able to be bonded

Supervisory Responsibilities:
- This position has direct supervision over the assigned accounting processes.
- The First Assistant County Auditor assigns work to the Manager in terms of department goals and objectives.
- The Manager directs the assigned staff in the completion of work assigned.
- The Manager reviews the work of staff through workflow approvals, meetings, reports, and observation of department activities.
