Position Overview /Duties
  • Maintains surveillance, on a day‑to‑day basis, over the full range of field engineering activities associated with specific phases of a major civil works construction project.
  • Reviews plans and specifications for proposed projects to determine practicability from a construction viewpoint and whether physical obstructions or other construction difficulties have been anticipated.
  • Reviews specifications for clearing of land, excavation, building of access roads, materials testing requirements, storage or stockpiling of materials, use of and location of borrow and spoil areas, and surveying requirements as to setting stakes to mark pertinent features.
  • Makes controlling interpretations of intent of plans and specifications, and of whether methods employed meet requirements of contract specifications. Determines contractor's operations comply with wage and hour, equal employment opportunity of other labor laws and regulations. Decides if contractor is properly recording work accomplished and materials used. Organizes, assigns, and controls work of inspectors, representatives, technicians, and engineering aids at the project sites.

    Establishes the need for major changes and recommends their approval by the Project Resident Engineer.
  • Prepares daily report of activities which includes instruction to contractor representatives, quantities of pay items placed, weather conditions, progress of construction, reasons for delay, and any unusual problems encountered. Reviews "as‑built" drawings to insure changes in plans and specifications have been accurately noted.
Other Conditions And Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience

One year of specialized experience which includes:
1) Providing recommendations for construction projects to meet requirements; AND
2) Interpreting drawings, specifications, schematics, or technical manuals.

Qualifications – In‑service Applicants (Current or Former Federal Employees)

Specialized Experience GS‑11
: One year of specialized experience which includes:
1) Inspecting construction sites to identify problems and correct discrepancies;
2) Maintaining surveillance on a day‑to‑day operation to assure project milestones are being met according to contract plans and specification;
3) Participating in pre‑construction conferences to discuss principal construction features and requirements, in terms of methods and equipment operations. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent in the federal service (GS‑09).

Qualifications – Outside Applicants (non‑Federal)

Specialized Experience GS‑11
: One year of specialized experience which includes:
1) Inspecting construction sites to identify problems and correct discrepancies;
2) Maintaining surveillance on a day‑to‑day operation to assure project requirements are being met according to contract plans and specification;
3) Participating in pre‑construction conferences to discuss principal construction features and requirements in terms of methods and equipment operations; AND
4) Drafting quality reports for documenting site observations and potential issues. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent in the federal service (GS‑10).
