Job Description
Our client is looking for a Senior Estimator to lead pricing and estimating efforts for complex federal and DoD construction projects. This role is ideal for an experienced estimator with deep knowledge of federal procurement, strong technical judgment, and the ability to develop competitive, compliant, and defensible cost proposals.
The Senior Estimator plays a critical role in pursuit strategy, subcontractor engagement, and executive-level pricing decisions across Design-Bid-Build, Design-Build, IDIQ/MATOC, and negotiated procurements.
Day to day- Lead detailed, bottom‑up cost estimates for federal construction projects, including labor, materials, equipment, subcontract scopes, indirects, escalation, contingencies, and risk allowances.
- Interpret and apply RFP/RFQ instructions, drawings, specifications, wage determinations, and federal contract requirements.
- Develop pricing strategies aligned with federal acquisition methods (best value, LPTA, negotiated procurements).
- Solicit, analyze, and qualify subcontractor and supplier pricing for scope completeness and compliance.
- Support federal proposal efforts by contributing to pricing narratives, basis of estimate (BOE), and price reasonableness documentation.
- Identify cost, scope, and schedule risks and communicate mitigation strategies to senior leadership.
- Maintain estimating quality controls to minimize risk, omissions, and pricing exposure.
- Mentor junior estimators and support continuous improvement of estimating practices.

- Bachelor’s degree in Engineering, Construction Management, or related technical discipline
- 7+ years of construction estimating experience, with significant emphasis on federal projects.
- Demonstrated experience pricing DoD or federal agency construction (USACE, NAVFAC, AFCEC, GSA, etc.).
- Strong working knowledge of federal procurement regulations, wage determinations, and subcontracting requirements.
- Advanced ability to read and interpret construction drawings, specifications, and solicitation documents.
- Advanced ability to lead both design‑build and design‑bid‑build type procurements in tandem with senior leadership. Experience in alternative contract delivery preferred.
- Proficiency with basic estimating and scheduling tools such as Bluebeam, Primavera P6, MS Excel, and MS Project.
- Experience with advanced estimating software such as Smart Bid/Construct Connect, Pipeline Suite, HCSS, Sage, Trimble, etc. highly preferred. Experience working on active military installations.
- Familiarity with UFGS, Division 01, and federal construction practices.
- Experience working OCONUS, particularly in Guam, Hawaii, and/or the Indo‑Pacific region.
