Position Overview / Duties
  • Serves on varied District teams and on regional (MSC) technical teams, and national committees/teams.
  • Maintains and promotes awareness of technical advances and methods in specialty area(s); develops, promotes, and transfers technical expertise to others; and, promotes lessons learned systems within the region.
  • Makes periodic visits to civil and military construction during various stages of construction to inspect and advise on various electrical construction problems. Inspects all types and phases of electrical construction operations including interior electrical systems, underground and overhead medium voltage switching networks, emergency generator systems, control systems, communication systems, fire and intrusion alarm systems, lighting protection systems, cathodic protection systems, and intercom systems.
  • Discusses construction problems with project personnel, principally involving contractors and agency representatives, interpretations and variations in the contract plans and specifications, design difficulties, unexpected site conditions, questionable workmanship, apparent incompatibility of design with accepted construction practices, and other problems of technical construction nature.
  • Performs constructability reviews for concept, pre‑final, and invitation for bid drawings and specifications to determine their adequacy to provide complete functional facilities. Studies and reviews plans and specifications of current jobs at various projects and initiates change orders when necessary to eliminate conflicts and solve construction problems.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience
  • One year of specialized experience which includes: (1) Reviewing electrical submittals and shop drawings to determine compliance with contract documents and intended design while analyzing any proposed variations of electrical designs, (2) Designing, reviewing, and inspecting electrical systems for large‑scale civil works projects during design, construction, and operations phases, and (3) Applying advanced electrical knowledge and expertise to identify and solve electrical problems for large‑scale and complex projects such as navigation systems, flood risk management structures, hydroelectric power generation, and high‑tech security installations.
