* SUMMARY:
** Under limited supervision, participates in the preparation and administration of the City’s annual operating budget, capital improvement plan and the long-range financial plan; provides support to the Budget Manager and Sr. Budget Analyst as assigned.

* ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but are not limited to, the following:
*** Planning and analysis
** o Assists with policy development, benchmarking and surveying, bonds sales, program research and special projectso Maintains historic data bases; assists in preparing revenue and expenditure forecasts.o Assists the Budget Manager in preparing budgets based on organizational performance, estimated revenues, expenses and historical budget data.o Participates in the preparation of the five-year forecast of the City’s major funds, including revenues and expenditures;
provides annual forecast updates.o Assists in the development of the five-year Capital Improvement Program; works with various departments; compiles data’ identifies funding sources.o Develops and reports measures of input/output, efficiency and outcomes.o Conducts fiscal impact analysis; analyzes financial and statistical data; prepares reports; makes recommendations.o Conducts research and/or policy development; performs other special projects as assigned.
** Budget administration
** o Participates in the development and the reporting of financial performance measures, monthly budget report and reporting of capital projects.o Reviews department and capital project budget transfers for available funds and compliance with operational authority levels; enters transfers into automated accounting system.o Assists with the benchmarking of the City against other cities and conducts surveys as assigned.o Reviews Capital Project change orders and invoices for the availability of funds.
** Provides direct support to departments
** o Assists with the development and administration of the department’s annual budget.o Review specific departmental spending requests for budgetary and policy compliance.o Advise Department Head accordingly included but not limited to personnel actions, procurement policies and requisitions and travel request.o Assist in providing Department specific budget analysis as required by City Management.o Assist the Department in developing operational statistics in support of budget and management planning.o
Participates in the review of City Council agenda requests for availability of funds; recommends funding sources.
** Other duties as assigned
** o Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City Staff; maintains confidentiality of work-related issues and City information; and performs other duties as required or assigned.o Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

· Generally Accepted Accounting Principles (GAAP) adopted by GASB.
· Accounting concepts inclusive of basic chat of account types, accruals, timing, materiality, conservatism, consistency, and qualitative characteristics of financial statements.
