Senior Vice President and Chief Business & Finance Officer

The Senior Vice President and Chief Business & Finance Officer (SVP & CBFO) for the University of Texas Medical Branch (UTMB) reports to the UTMB President and is responsible for facilitating the successful financial and business performance of the institution. The SVP & CBFO works in collaboration with the UTMB President and the EVPs regarding strategic goals and objectives and provides direction and leadership consistent with and supportive of the institution's mission, vision and values.

Scope: SVP & CBFO is responsible for ensuring that sound business and financial practices are followed in compliance with federal and state regulations, University of Texas Regents Rules and business policies and procedures, and other applicable financial and business standards. Position oversees the development and implementation of the annual budget & forecasting, and capital planning. The position is responsible for all financial accounting, financial audit requirements, and financial planning management for the institution.

Essential Job Functions:

  • Facilitates the annual and long-range business planning function. Coordinates and maintains support for integrated annual and long-range business and financial plans.
  • In collaboration with executive leadership, acts as the business liaison with UT System Administration on matters potentially affecting the institution, including construction projects, long-term debt, salary and benefits structure, state and federal payment issues, asset management, real estate management, and other business functions.
  • Manages systems that track financial performance, providing forecasts and actionable analyses of financial results.
  • Analyzes the institution's short and long-term financial position and makes recommendations to executive leaders regarding the ongoing organization, integration and effectiveness of the various business functions and overall capital structure.
  • Provides strategies for financing the institution's growth, including acquisitions, joint ventures, management contracts, etc.
  • Facilitates development of enterprise operating and capital budgets and cash flow goals, and coordinates the overall development of budgets and the budgetary monitoring and reporting processes.
  • Leads the institutional capital planning process for the enterprise.
  • Assists executive leaders by developing, as necessary, and monitoring key financial and operational performance ratio/measures in a collaborative effort aimed at assessing UTMB's financial performance and timely achievement of stated plans and goals.
  • Leads the development, implementation and maintenance of performance standards, measurements and instruments that effectively review and appraise the soundness, adequacy, and application of business and financial controls.

Marginal or Periodic Functions:

  • Performs related duties as assigned.

Minimum Qualifications:

  • Graduate degree in Business Administration, Finance, Accounting or related field.
  • Ten years of progressively responsible senior management level experience directing business and operations, preferably within higher education.
  • Certified Public Accountant (CPA) certification

Preferred Qualifications:

  • Fifteen years of progressively responsible senior level management experience directing business and operations.

Knowledge / Skills / Abilities:

  • Must be a team player, able to build consensus and have the ability to bring creative, innovative approaches to Institutional initiatives.
  • Excellent verbal and written communication skills.
  • Ability to develop strategic goals and translate into tactical operations in a manner which is understandable to all employees.
  • Is action and results-oriented; has the ability to assist the organization in achieving exceptional financial and operational results.
  • Strong analytical skills necessary to investigate, understand and formulate options and recommendations regarding complex business, finance and human resources issues.
  • Ability to interpret and present financial information to non-financial users.
  • Ability to review, develop, recommend and implement policies.
  • Strong working knowledge of State and Federal laws, regulations and requirements for an academic medical center.
  • Has proven success working in complex healthcare organizations.
  • Ability to use strong change management skills to assist the organization in succeeding in a changing marketplace.
  • Demonstrated success in planning, problem solving and leading a large, highly skilled workforce in multiple, diverse work functions.
